Workflows can revise at the same stage while enforcing their declared review and round obligations.

What changed

• Honor workflow-declared review requirements during same-stage revision.
• Register all six variants in routine host CI.
• Distinguish native worker identities from names and completed turns.
• Count recorder publication from actual command exits.

Evidence

• Full tip CI: committed missing-review-reason cases passed on all three hosts; all six Codex variants passed.
• Claude cycle-limit stalled after an unreachable completion recipient; Pi cycle-limit was unfinished at suite timeout. Full acceptance remains unmet.
• Deferred above the Use semantic branch and worker names #807 → Make state transitions durable #803 → Keep the FO running across handoffs and status questions #804 review stack. The shared Codex retention prerequisite now belongs to Use semantic branch and worker names #807; combined code is unchanged.
