Use semantic branch and worker names

Make branch and worker names identify their tasks while preserving lifecycle ownership.

What changed

• Generate readable task names with bounded, distinguishable shortening.
• Preserve registered legacy identities and conservative ambiguity refusal.
• Select native Codex naming proof in routine CI.
• Recover canonical worker identity during a first dispatch-build outage.
• Retain native lifecycle artifacts without depending on Honor workflow-declared same-stage revision without mandatory reviewer machinery #801.

Evidence

• Previous combined-tip CI: Codex semantic naming and both Claude first-outage recovery modes passed.
• Reordered onto main; the existing lifecycle-retention prerequisite moved from Honor workflow-declared same-stage revision without mandatory reviewer machinery #801. Focused normal/race controls and live-tag compilation passed.
• Reordered lower tip 6a575d7: normal/race passed every package except the existing cached-pre0 installed-host resolver failure; no race diagnostics. Live-tag compilation passed. Exact verification report.
