Opens Phase 7Q as a new decision stream after Phase 7R closed with zero compatible scaffold survivors. Adds only a non-experimental local artifact identity preflight for the frozen Phase 4 model pool and keeps Phase 8 blocked. No Phase 7Q experimental cell is authorized until L1 Nanbeige artifact identity is unambiguous.
