Summary

Adds docs/experiments/x1-decomposition-protocol.md for issue #93. The document freezes the matched A/B/C comparison (monolithic, static decomposition, runtime DAG with localized retry), task/held-out fixture contract, controlled variables, raw telemetry, evidence bundle, statistical thresholds, and KEEP/REMOVE/DEFER rules.

Authority and status

• Specification only; no model/scaffold calls or X1 cells were run.
• A/B/C remain NOT_AUTHORIZED until the exact compatible model/scaffold path is accepted through Phase 7Q/8.
• Current disposition is DEFER; external benchmark results are not local evidence.
• The CLI described in §12 is a future implementation contract, not an existing runner.

Validation

• Compared against issue research: empirically test decomposition, context, routing, coordination, and token goodput #93 and current Phase 7Q PR phase7q: open scaffold-model pair recovery stream #92 records.
• Documentation-only change; no test or experimental execution claimed.
