Description
Disposition
ABSTAIN_FROM_NEW_FEATURE = YES
No new feature, module, layer, or independent duplicate investigation is justified by this review. The material findings map to active CodePro issues and roadmap gates. Record their relevance in those owners; preserve all project rules and require local evidence before any architecture change.
User requirement
Preserve all CodePro rules and demonstrate that every feature is needed. For each external finding, choose among:
- reuse/continue an existing owner;
- propose a new feature only with a falsifiable demonstrated local gap;
- abstain when the gap is not established.
Normative rule: BENCHMARK_SIGNAL != LOCAL_PROOF. External results do not qualify, accept, or promote a CodePro treatment.

Material findings and CodePro disposition
1. Harness component ablations
Source/date: “An Empirical Study of Harness Design for Coding Agents,” arXiv:2609.20804, surfaced 2026-09-28. Search-index summary reports 176 settings over four models and SWE-Bench Verified / Terminal-Bench 2.1; planning’s accuracy/cost contribution depends on model and task/context.
Evidence class: paper/preprint summary; detailed primary-page retrieval failed in this review, so numerical details beyond the indexed abstract are not treated as verified.
Local comparison: #84 already requires mechanism-by-mechanism ablation and classifies planning/context/retrieval as optional or unproven until tested. #31/#32/#37 own efficiency and cost-aware decisions; #78 owns paired decisions.
Disposition: reuse #84 and existing experiment owners. No new planner, memory, router, retry controller, or architecture feature. Need local falsifiable treatment with same frozen tasks/model/runtime/verifier/budget and measure verified outcome, tokens, calls, retries, replans, wall time, provider cost/cost per verified resolution, held-out regression, and complexity. If no meaningful effect above noise or material cost is unjustified, bypass/remove or abstain. No local result established here.
2. Production-path / integration correctness
Source/date: SWE-Serve, arXiv:2609.26777, dated 2026-09-22. The authors report 53 SGLang production-inference tasks across six families, hidden tests and oracle/no-op controls. Among 19 tasks with serving E2E coverage, report 45.9% pass under the verifier versus 69.4% when E2E tests are excluded; removing E2E tests raises mean pass rate 23.4 percentage points across evaluated configurations.
Evidence class: author-reported research benchmark with released benchmark/verifiers; no CodePro reproduction. Domain is production inference engineering (SGLang, CPU/H100), so transfer to CodePro’s local task distribution is uncertain.
Local comparison: CodePro roadmap Phase 6 already tracks isolated workspace, exact starting revision, diff/command/test capture, independent verification, and persisted evidence. #84 expects verifier separation; #82 governs telemetry and explicitly forbids telemetry from inferring success.
Disposition: prioritize completion of existing Phase 6 verification gate and test relevant repository-level integration/end-to-end paths when the actual CodePro workload requires them. Do not add a second verifier subsystem or broaden all tasks to E2E without evidence. Hypothesis to test locally: a defined class of patches passes current local tests but fails declared integration/E2E acceptance checks. If a frozen representative set cannot demonstrate that gap, abstain from extra E2E feature scope.
3. Benchmark reliability / leakage
Source/date: SWE-Bench Pro Verified, arXiv:2609.08149, dated 2026-09-08. Authors identify possible gold-solution/evaluation leakage and task-quality defects; propose anti-hacking safeguards and minimal task refinement, and report lower scores for some systems.
Evidence class: author-reported benchmark audit/preprint; no CodePro reproduction.
Local comparison: #35 owns benchmark selection; #37 owns held-out transfer/regularization; #78 owns per-instance paired decision discipline; CodePro’s qualification/evidence contracts preserve frozen identities, independent verification, and non-promotion from benchmark signal.
Disposition: reuse these owners when selecting an external benchmark or qualifying its verifier. Do not adopt SWE-Bench Pro Verified by default or add anti-leakage machinery absent a CodePro benchmark threat model and concrete test. No local leakage defect demonstrated.
Feature necessity rule
A mechanism may remain mandatory only when local evidence shows:
GAIN > NOISE AND no material held-out regression AND cost/complexity justified AND reproducibility PASS.
Subset-only gains make it optional. No demonstrated gap means abstain. Existing governance, provenance, verification, and promotion controls remain preserved under their current contracts; this review does not weaken them.

Closing as completed triage. The issue's own disposition is ABSTAIN_FROM_NEW_FEATURE=YES / NEXT_ACTION=CONTINUE_EXISTING_OWNERS. Those owners remain available (#31, #32, #33, #34, #35, #37, #78, #84); no separate implementation track is required from this triage record.

Monitor update — 2026-10-01
Two material upstream signals were reviewed and compared with current main/roadmap and open owners.
mini-SWE-agent v2.4.6: billed parse-failure calls count toward cost_limit
Official upstream release notes list v2.4.6 (2026-07-23; signed release at commit a83fcae) and the fix “count billed calls that fail to parse against cost_limit” (#915). The upstream issue explains the failure mode: provider call is billed, action parsing raises, normal per-agent cost increment is skipped, and retry loop can continue beyond the intended limit. This directly concerns cost/retry integrity, but is an upstream implementation correction, not comparative benchmark evidence.
CodePro relevance: its current qualification/recovery stream uses mini-SWE-agent; PR #92 is still preflight-only and Phase 8 remains blocked until model artifact identity resolves. CodePro #31 already owns a frozen mini-SWE efficiency experiment and measures calls, retries, marginal cost and termination reason; #32 owns cost-per-verified-resolution comparisons; #84 owns scaffold/hot-path architecture. Current telemetry work #82/#83 preserves nullable actual cost semantics. No distinct CodePro contract gap is proven and changing the pinned candidate/runtime would alter the frozen treatment.
Disposition = REUSE / WATCH ONLY. Do not change the frozen executor version now. When an authorized qualification/efficiency cell is next formed, compare v2.4.5 vs v2.4.6 only as an explicitly versioned new treatment or follow the version-freshness/requalification owner; include an adversarial paid-but-unparseable response, and verify that billed cost and call count hit the budget while evidence records parse failure/retry/termination. Required evidence: exact versions, deterministic mocked billing fixture, raw model/agent stats, boundary cases at cost_limit, and no silent fallback. External fix does not establish a local regression or feature need.
Recent harness-component evidence: planning/context gains vary by task/model
Primary preprint “An Empirical Study of Harness Design for Coding Agents” (arXiv:2609.20804, 2026-09-17) reports 176 matched settings over four models on SWE-Bench Verified and Terminal-Bench 2.1. Indexed abstract reports that context management mainly avoids context overflow as context budgets tighten; rule-based elision before LLM summarization was most efficient; recoverable elision added machinery without accuracy gain; planning helped weaker models as accuracy scaffold and stronger models mainly by saving cost; bash-only was effective for bash-capable models. Author-reported experiments, no CodePro reproduction. Avoid using exact performance deltas pending deeper verification.
CodePro owners: #84 explicitly requires mechanism-level ablations and treats planning/context as optional/unproven; #31/#32 cover efficiency/cost; #33 owns memory/compaction. Recent local PR #91 reports OpenHands requested 14,820 tokens against 4,096 context and a controlled 16,384-context retry, while PR #92 keeps the later recovery stream preflight-only. This is a local compatibility observation, not general evidence favoring context infrastructure.
Disposition = REUSE existing owners (#33/#84, plus #31/#32 for costs). Any future optional context/planning treatment must freeze the pair, preserve fallback-disabled semantics, log input/output tokens, calls, retries, wall time, actual cost, verified patch outcome and held-out effect. No general planner/context feature is justified by this paper.
SWE-Serve production E2E verification gap
Primary paper dated 2026-09-22 reports 53 SGLang inference-engineering tasks. On 19 tasks with serving E2E tests, scoring without E2E checks yields 69.4% vs 45.9% with them; E2E rejects roughly one-third of patches passing the other tests. Author-reported benchmark, with hidden executable tests and controls, but specialist domain and no CodePro reproduction.
CodePro roadmap Phase 6 already calls for independent verification, captured tests/evidence, and persisted final state; #84 expects verifier separation. The project is currently blocked earlier in scaffold/model recovery (#92).
Disposition = REUSE existing Phase 6/#84; no new verifier feature. Local hypothesis for later representative tasks: some patches pass current local checks but fail declared integration/E2E acceptance. Need a frozen task set and independent test oracle to demonstrate that gap before adding E2E scope broadly.
