Enable Renovate through the shared `github>worganisation/github-config-files:renovate-default` preset, keeping policy controlled centrally in GCF. Where present, exclude Renovate branches from generic PR creation/auto-merge and disable Dependabot version PRs while preserving security updates. Existing hook updaters retain ownership. Depends on worganisation/github-config-files#374: merge the shared preset first. Hosted Renovate app access is required; this PR does not install the app or deploy services. Validation: strict Renovate validation of the consumer and composed policy, plus a dependency-extraction dry run. Existing changed-file prek hooks pass. Centralize Renovate policy in
renovate-default.json, with a small inherited config in each participating repository. Routine updates run Monday mornings in Europe/London with a three-PR limit, dashboard approval for majors, manual merging, and grouped pinned GitHub Actions. Existing hook updaters and release-driven shared workflow sync retain ownership.Update PR automation to leave Renovate branches alone and disable Dependabot version PRs while preserving security updates. Keep the personal python-template Dependabot configuration unchanged. Include the generated README and an onboarding guide.
Validation: Renovate 44.108.2 strict validation of the shared preset and all 17 consumer/composed configs; dependency-extraction dry runs; actionlint; existing changed-file prek hooks where configured. The published preset also passes a remote-loading extraction smoke check.
Activation: merge this shared preset before the consumer PRs. The Renovate app is verified installed for all worganisation repositories, including future repositories. VaultPi is also under worganisation and is covered by the same installation. No repository was merged or deployed.

CI results are shown on each PR; draft-only workflows may skip checks until ready for review.This change centralizes Renovate policy for participating repositories, including update scheduling, concurrency, manual review, and grouped pinned GitHub Actions. Dependabot version PRs are disabled where Renovate takes ownership while security updates remain enabled, and synced PR automation excludes Renovate branches. The onboarding notes describe repository coverage, local overrides, validation, and activation requirements.
