One known gap remains: `CKM_RSA_PKCS_OAEP` does not support an empty message,
although PKCS#11 and RFC 8017 allow one. wolfCrypt rejects it on both sides, so
`C_Encrypt` of 0 bytes returns `CKR_FUNCTION_FAILED` and `C_Decrypt` of a valid
OAEP ciphertext of an empty message returns `CKR_ENCRYPTED_DATA_INVALID`.
