🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Align the kill-check precedence contract.
kv/variables.go states that KillSignalHandler takes precedence over Killed. CheckKilled instead returns the Killed error before it calls the handler. The new test asserts that reverse behavior. Select one precedence rule and make the API documentation, implementation, and test agree.

📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick win
Add transaction-level coverage for the delegated kill check.
Add a txnkv/transaction test where an interruptible action receives a CheckKilled error. Assert that doActionOnBatches returns that error before it calls handleSingleBatch. The retry-package test does not cover this integration path.
As per coding guidelines, "Add or update package-level tests for every behavior change."

This is a manual backport of #2042 to release-nextgen-202603.
It is required by the TiDB client-disconnect detection backport of pingcap/tidb#70343. The nextgen client-go branch diverged from master and did not contain the KillSignalHandler interface, so retaining the existing TiDB dependency would not compile the backport.
