Part of #1232. Step 1 of 4 (stack: this PR is based on main; PR 2 stacks on it).

Gives a table an optional anchor and groups tables by anchor for the scan, the persist hash and event routing. Every table still anchors at the index root, so nothing observable changes.

Red commit: e51a34f (tests/table_anchor.rs asserts an anchored table scans its anchor), CI run 37395357571: the anchored table returned decoy.txt.

Changelog / Migrations

  • No fragments: internal plumbing with no observable change (skip-changelog: on a commit)

E2E Verification

  • Python SDK e2e: pass after merging main (Test one-level glob listings at speed of light #1317). Impacted files only (every e2e file declaring a [[table]], plus on_file_query_test.py, since the change touches config-table scan grouping and event routing): capture_collision_test.py, declared_table_name_test.py, extension_package_test.py, query_contract_test.py, plugin_discovery_test.py, sigint_interrupt_test.py, fanout_test.py, use_case_transcripts_test.py, plugin_extension_discovery_test.py, on_file_query_test.py -- 29 passed
  • TypeScript: just e2e-attest-ts: pass
  • Rust: cargo test --workspace --features cli with ulimit -n 65536
  • Receipts packages/ts/e2e-attestations/claude-1232-anchor-plumbing.json and packages/python/e2e-attestations/claude-1232-anchor-plumbing.json written
