Refs #1258. First of a stack of PRs; based on main. The next PRs are stacked on this one.

Config [[table]] globs are compiled by the same PathGlob compiler as path-tables, so the bash brace rules ({1..3} ranges) read the same on both surfaces. No other behavior change. The walk, .gitignore, dot, {name}, node_modules and symlink rules follow in the stacked PRs.

Red commit: 8ce860d, CI run 37395351491 (config_glob_parity fails: config side returns [], path-table returns f1.md f2.md f3.md).

• Rust core e2e: no new failures; the watcher tests fail locally with Too many open files from the shared host, unrelated to this change
