docs: stop restating the rust coverage floors - #1150

The inline copies in AGENTS.md and agents/reference/testing-gates.md had drifted from testing-conventions.toml before #1147 re-pinned it, so point at the config instead of keeping a second thing to update. skip-changelog: docs-only, no observable behavior change

AGENTS.md's Coverage Floor section restated the rust floors inline (lines 94 / regions 93 / functions 91 / branch 75). Two of those were wrong againsttesting-conventions.toml(functionsis 93,branchis 79), and they were already wrong before #1147 re-pinned the config — the argument for not keeping a copy at all.agents/reference/testing-gates.mdcarried the same four numbers in its Rust bullet. Same fix there: the config file is the single home, so both prose copies now point at it.Surrounding prose is untouched — the bespoke-job note, the nightly
cargo llvm-cov --lib --features cli --branchinvocation, the sub-90branchexception, and the "nudge the floor down rather than chasing it" guidance all stay. The #354 historical actuals in testing-gates.md stay too; they narrate how the floors were derived and are not a restatement of current config.AGENTS.mdis 38,411 chars, under the 40k instruction-file limit and 49 chars smaller than before.E2E Verification
