Dependabot: - Security updates are on by default, as they are in Thaw. - A repo lists its ecosystems under `dependabot` in repos.yaml and gets a synced .github/dependabot.yml. The schedule, labels and assignees come from defaults.dependabot in org.yaml. Minor and patch updates are grouped; a major bump gets its own pull request. - website is the first repo to use it. - Validation rejects the file on a repo whose ruleset requires pull requests on the default branch, reading branch patterns as GitHub does. - Label and assignee values are quoted so they cannot break the YAML. - A `dependencies` label on every repo that takes the org labels. Rulesets: - The reviewed tier no longer requests a Copilot review. - The organization admin bypass actor has no id, which stops it showing as a change on every run. - Repo wildcards in a ruleset match by name. Any include with a `*` used to match every repo. - With enableRulesets on, the run stops on acceptAnyOf and on a repo's own check names, which an org ruleset would drop. - A tag ruleset's bare patterns are sent as tag refs. Also: - A team listed twice for one repo is rejected in validation. - `adopt: true` is removed from the repos already imported.
