feat: a week of Dependabot updates is one pull request - #28

Every ecosystem in a synced dependabot.yml joins one multi-ecosystem group, so a week's version updates arrive as a single pull request, major bumps included. org-ci and raycast-extension take the synced file too. Their default branch refuses direct commits, so the file is put on a branch named platform/dependabot-<hash> and offered as a pull request. Nothing is opened once the default branch holds the same content. The validation rule that rejected dependabot on those repos is replaced by the check that picks how the file is delivered. Dependabot rejects a dependabot.yml whose update sets open-pull-requests-limit while in a multi-ecosystem group, and says the limit belongs on the group. The file from #28 is invalid for that reason. Signed-off-by: René Jiménez <diazdesandi@proton.me>
