Summary

OpenCode 2 can launch through the packaged ACP carrier, and its release readiness preflight verifies catalog and initialization metadata without creating a session or sending a prompt. Package 7.0.9 carries signed and notarized runtime 5.0.12 for both macOS architectures.

This release also clarifies worker duration versus the admitted-progress inactivity lease, keeps validation primary-owned unless an exact worker interpreter is preverified, grounds SDK blockers in the called method and version, and adds bounded hints for native Agy startup failures. The project-estimation bootstrap remains version-bound with its calibration limitations and unknown numeric quotas preserved. Carrier bindings and admissions remain unchanged; Claude is admitted only for document intent.

Validation

  • Both required suites pass: 279 repository tests and 461 script tests. Generation, marketplace, changelog preview, release consistency, runtime verification, exact manifest schema, active-tree and reachable-history export safety, secret scan, Python API floor and diff checks pass.
  • All 90 signed native members were independently verified before one atomic dual-architecture import. The expected-commit archive, checksum and SPDX rehearsal passed.
  • Provider-free migration inventory and all 15 routing cases pass. The packaged Grok qualifier verified both fixture reads, the exact fake invocation and cleanup without model inference.
  • Fresh caller acceptance covers all 15 canonical action/carrier cases: 14 on ARM and the OpenCode Go boundary on native Intel. The Intel Go case recovered its unpredictable fixture value and the correct file relationship; source and fixture were preserved and cleanup was confirmed. The observed opencode-go/glm-5.3 model identity is initial-session configuration, not response-scoped governance approval. Separate signed-Intel Rosetta planning and Gemini fixture execution also passed.

Earlier expired-key and V1 failures remain consumed and unqualified. This release does not claim repaired ARM Go credentials or healthy authentication on every host.

Qualification exception and disposition

The ARM caller wrapper returned 1 at its final workspace-purity check after all 14 native cases and cleanups completed. An untracked runtime-manifest 2.json exactly matched the prior 5.0.10 public manifest; its creator is unknown. The caller preserved that file and old, incompatible Python 3.12 caches outside the checkout. Independent readback verified all 545 tracked blobs and modes unchanged, and every invocation bound the current manifest and ARM artifact. The fixed activation filename remained runtime-manifest.json. The checkout is now clean, including ignored files. The original failure is retained; no provider case was replayed. The exact-head review explicitly assesses this disposition.

Review and release gates

Independent Google exact-head review: APPROVE, zero blockers. The reviewer explicitly accepted the preserved source-purity disposition. Full review and verified native provenance.

Public head: 5a527ca0651657b32b34ca17aaab7ac8a95fd425. The two documentation findings from the complete parent-head inventory are fixed in one consolidated patch. A fresh Google exact-head delta review APPROVE, zero blockers confirms parent approval and qualification apply; canonical archive bytes are identical. Qualification records retain original source-head attribution. Current CI, the complete review inventory and ordinary protected merge remain mandatory. Publication, released-archive verification, supported host activation, fresh installed confirmation and documentation closeout follow the canonical release sequence.

Operator instruction on the supplementary security review

The operator explicitly directed proceeding without the non-required automated Codex security review. That review still reports running on 5a527ca0651657b32b34ca17aaab7ac8a95fd425; it is preserved as unfinished and is not represented as a clean result. The prior thirty-minute monitoring bound and incomplete inventory record remain preserved. This instruction removes only that waiting requirement. Completed independent exact-head approval, required CI, available-finding adjudication, resolved threads, and normal protected merge remain in force.

Independent exact-head source governance — request e46bc64b-f420-4391-8625-20a8ae0e36f9, head 9a03c9c84a527c20efa4b38ea2c2cc906d8f5f86.

Reviewer: Google, verified through correlated response-scoped native generation metadata (agy.generation_metadata.model, gemini-4-argon, response SHA256 5f5c0c23e0b5b2f392ae4082fffb8663a060beb3ed5b1e70d0db71a876af3d87). Primary and contributing author family: OpenAI. Exact source/tree and cleanup independently verified. One attempt, no replay.

Governance Review — agent-collab 7.0.9 (9a03c9c84a527c20efa4b38ea2c2cc906d8f5f86)

Source Verdict: APPROVE (Source & Draft Review Readiness) — 0 source blockers found in fa79ada3266662cc678e757d816ec7fb722c3d71..9a03c9c84a527c20efa4b38ea2c2cc906d8f5f86.
Host Qualification / Merge & Publication Gate: ON HOLD pending external native credential restoration for the unmet OpenCode Go / Zhipu carrier qualification case and completion of one distinct fresh fixture verification case after verified credential repair.

1. Source Identity & Clean Tree Verification

  • Checked-out HEAD: 9a03c9c84a527c20efa4b38ea2c2cc906d8f5f86 (confirmed via git rev-parse HEAD).
  • Working tree & ignored status: Clean (git status --porcelain --ignored is empty before and after read-only checks; 545 tracked files in git ls-files).
  • Reviewed range: fa79ada3266662cc678e757d816ec7fb722c3d71..9a03c9c84a527c20efa4b38ea2c2cc906d8f5f86 (178 files changed: 523 insertions, 174 deletions, plus 90 binary bundle members across darwin-arm64 and darwin-x86_64).
  • Reviewer family observation: Reviewed in a read-only Antigravity session running Google Gemini (Gemini 4 Argon High), distinct from the OpenAI-family primary and artifact authors.

2. Scope & Contract Verification

#218 & #219 — Worker / Dev-Delegate Inactivity Lease, Cancellation, and Validation Handoff

  • Source & generated parity: skill-specs/worker.md, skill-specs/dev-delegate.md, and the shared routed-skill injection block in scripts/build_skills.py match all 53 generated plugins/agent-collab/skills/*/SKILL.md files (python3 scripts/build_skills.py --check and python3 scripts/build_marketplace.py --check both pass).
  • Lease & cancellation semantics: Guidance accurately distinguishes prose duration expectations from the top-level deadline_ms admitted-progress inactivity lease (24-hour default 86_400_000 ms when omitted, renewable on valid progress marks in runtime_client.py, and clamped/forwarded by coordinator.py). Single-caller cancellation ownership, runtime cleanup verification, retained partial outputs, and the prohibition on replaying consumed work units or reporting caller cancellation as a provider outage are consistently stated.
  • Validation handoff & executable recipe: Primary-owned validation is established as the default. Worker checks require an exact preverified interpreter path, focused command, and verified process-local PATH when a child interpreter is invoked by a generic name, while prohibiting environment/home/cache/sibling searches and dependency installs. The Python request recipe in skill-specs/worker.md is directly compiled and tested through coordinator.main() and runtime_client._envelope_document() in tests/test_routing_coordinator.py.

#220 — External API / SDK Method-Contract Grounding & Blinded Fixtures

  • Review guidance: skill-specs/code-review.md and plugins/agent-collab/skills/code-review/SKILL.md require external API blockers to cite the exact called method in the supplied/installed implementation or version-matched official documentation, inspect wrapper serialization and method-specific overloads before asserting native/FFI type requirements, state uncertainty and the smallest read-only check when evidence is unavailable, and match fake-client assertions to the actual method contract.
  • Fixtures, rubric, and unit tests: tests/fixtures/sdk-method-contracts/sdk.py, case_a.py, case_b.py, rubric.md, and tests/test_sdk_method_contract_fixture.py cleanly verify that Secrets.get and Secrets.list serialize str arguments via json.dumps (case_a.py), reject UUID objects with TypeError in json.dumps (case_b.py), and keep Secrets.create(UUID) (identifier.bytes.hex()) distinct while keeping rubric.md excluded from disposable reviewer evaluation trees.

#233, #214, #162 — Runtime 5.0.10, Manifest & Bundle Integrity, and Release Prose Boundaries

  • Closed manifest & bundle verification:
    • plugins/agent-collab/runtime-manifest.json SHA-256 is a2b2ee3618847f41dcb63c535aa8f060e3a43ccc69579db46f8c80b145159846.
    • wire_contract_sha256 is unchanged at a675807e0ff5f0544d7cc9d659914ce2dadac9be8efd0fb56635815e5c3e842a (schema 12, protocol 5, contract 4, 12 logical actions, 8 logical agents).
    • arm64 bundle identity 621ffc01b3401766e947a23f1f67d9b7918d7155430d79595e4fd2a26d2fb4c7 (45 files, 19724896 bytes, runtime 5.0.10) and x86_64 bundle identity b8993ebfa76304604f989ccf9bb3433bf8ef7dff1e3033d24f61940ad99d39c2 (45 files, 18718448 bytes, runtime 5.0.10) match runtime_bundle.compute_bundle_identity and every member file's byte size and SHA-256 on disk.
    • Note on evidence planes: Public source inspection proves closed schema/manifest/digest/bundle-identity consistency, version pins (7.0.9 / 5.0.10), and negative controls in scripts/test_stage_runtime_handoff.py; online Apple notarization, live carrier behavior, and archive rehearsal outputs remain separate caller-owned verification evidence.
  • Release & package documentation: README.md, plugins/agent-collab/README.md, docs/migration-from-legacy-packages.md, and changelog.d/2026-10-18-001-worker-review-runtime-diagnostics.md keep a single latest-only ## What's new - v7.0.9 showcase in root README.md, keep v7.0.8 (5.0.9) clearly identified as the current published release until 7.0.9 qualification/merge/publication finish, bound runtime 5.0.10 changes to optional Agy startup hints without altering status/content/retry/admission or claiming cross-host login repair, and keep Claude admitted only for context.documents.intent (runtime: qualify omitted native Claude profiles with fresh exact cases #162).

Project-Estimation Bootstrap Data (7.0.9 / Schema 3)

  • plugins/agent-collab/project-estimation-data/maintenance-receipt.json is bound to version: "7.0.9", schema_version: 3, calibration_state: "bootstrap", calibration_status: "fresh", source_cutoff_date: "2026-10-19", generated_date: "2026-10-19", and receipt_sha256: "e96c80d2849294da3b48a85104427d16fb35db37bdf1cee0809e57c80831c737".
  • pricing-snapshot.json removes the unconfirmed gemini-3.7-flash records while retaining verified 3.6 records; quota-snapshot.json preserves status: "unknown" across all four providers and cross-binds operator-notification.json (decision: "quota_unknown").
  • python3 scripts/verify_project_estimation_maintenance.py --root . --expected-version 7.0.9, python3 scripts/check-public-export-safety.py --active-tree, python3 scripts/secret_scan.py, and git diff --check all pass.

3. Blockers vs. Optional Follow-Ups

  • Source Blockers: None.
  • Host / Release Qualification Blocker (External to Source Bytes):
    • Staged live carrier qualification remains incomplete because the OpenCode Go / Zhipu case returned only ACP catalog/control traffic ending in native RPC error -32603 (APIError, expired key) with zero agent chunks. Mechanical qualified: true / provider_status: ok fields do not satisfy fixture acceptance. Merge and publication must remain on hold until the approved native credential is restored and one distinct fresh fixture case for the missing OpenCode carrier succeeds after verified correction.
  • Optional Non-Blocking Follow-Ups (Pre-existing in Unchanged Code):
    1. scripts/test_stage_runtime_handoff.py (lines 106–117 and 165–177): _make_handoff and _make_matrix_handoff create intermediate runtime/ and runtime/darwin-* directories with mkdir(parents=True) without explicitly applying .chmod(0o755) to those parent directories. Under a restrictive shell umask (such as 0o077), _validate_handoff_tree fails closed on the intermediate directory mode (0o700 != 0o755); under standard umask 0o022, all 73 tests pass.
    2. scripts/verify_project_estimation_maintenance.py (lines 196–220): _open_dir_chain(root) walks from / downward using os.open(..., dir_fd=fd) when root is an absolute path, which fails in sandboxes that block opening ancestor directories above the workspace root (such as /Users) even when the repository root itself is readable (passing --root . succeeds).

Primary adjudication: APPROVE the source for draft review; retain the OpenCode host-qualification HOLD on merge and publication. I read the complete response, matched its native response hash, verified the source against all 545 commit blobs, and checked the cited changed contracts. The two optional findings affect preexisting fixture-directory setup and an unchanged absolute-root sandbox traversal; they do not invalidate the current passing supported-host gates or introduce a source regression. They remain follow-up candidates. No source edit or repeated canary is justified by these observations. The approved native credential workflow and one distinct missing-case fixture after verified repair remain required before promotion.

OpenCode 2 prerequisite and compatibility update:

  • Installed the official @opencode/cli@2.1.3 Intel baseline build on LabMacPro, account agent. Independently read back the command target, opencode v2.1.3 and binary SHA256 5886d0e72c1a46b316e8fd2a585ea2a16d54dfcbfeed45619c8448da8273bbb3. Both official archive SHA512 values were verified before offline installation. V1 bytes remain available for rollback.
  • Native V2 metadata now lists OpenCode Go as a stored API-key integration and exposes the Go model catalog. No credential values were read/copied, no billing change, and no new model qualification was attempted.
  • A bounded argument probe with closed stdin and zero ACP requests/prompts confirms V2 rejects this candidate's opencode acp --cwd ... command before initialization. Recorded in OpenCode 2 rejects the runtime ACP --cwd flag #236.
  • The narrow runtime repair is workspace PR #3208, signed head e33ab1da9ef33f2445b902718494bfc7baef3349: remove the redundant CLI flag while preserving the identity-bound child cwd and ACP session cwd; advance runtime to 5.0.11. 451 relevant tests pass (one skip). Exact-source independent governance review is in progress.

This PR remains draft/held at the existing 5.0.10 candidate. Its existing binary digests and source-readiness review do not qualify the forthcoming 5.0.11 replacement. Canonical signed rebuild/staging, exact new artifact readbacks, live qualification and current source/CI/review gates remain required. Every prior failed request remains consumed and unqualified.

The OpenCode 2 launch repair is merged in workspace PR #3208, merge 87d1923c62fca42653c1af95ffebb549184d2fb6 (signature valid; tree exactly equals the independently reviewed source). All required CI and automated code/security reviews passed.

The canonical unsigned ARM runtime 5.0.11 build completed successfully. Independent inspection verified 45 bundle members, unchanged source, compilation-report validity and bundle identity f562e6446cbf8c29f61068d980bbe7ed7c392c281305ead9501d9b6700b3d957.

Signing is held at the B3 operator gate. The canonical reconciliation report exited 2 / DEGRADED, overall safe_with_route_gates, record SHA256 3f9b6fe8ea3c7667ffeabe0dea0ffd993633a37d397d9a6e1a52f4aceb266836. Four OpenCode readiness observations fail opencode_compatibility_profile_mismatch; the legacy readiness probe still expects V1 --pure/--cwd flags, while native V2 exposes plain ACP. Other carrier readiness observations are ready. This diagnostic is distinct from successful Go model access, which remains unverified.

The concrete unsigned-build report has been prepared for the required operator decision: repair that legacy readiness compatibility before signing, or explicitly acknowledge the route-gated reconciliation under B3. No acknowledgement is inferred from the general release instruction. No Developer-ID signing, notarization, V2 model qualification or publication has occurred. This PR remains draft at the old 5.0.10 artifacts pending replacement signed bundles and normal acceptance gates.

Independent exact-head governance review for candidate 7e077cbafa349d2b2ee96f5e0510f603801ed9fb (tree 6377c6fa423d3b82da92a8917663cca644af74e4). Primary: OpenAI; artifact contributors: OpenAI/xAI; reviewer: Google.

Native provenance: the returned runtime wrapper kept native_model_identity: null; that original record is unchanged. Readback of the existing task-correlated native generation record independently matched the exact final assistant response, its assistant role, trajectory and terminal step. 2. Full Diff, Version Pins, Skill Parity & Public Contract Inspection

Across fa79ada3266662cc678e757d816ec7fb722c3d71..7e077cbafa349d2b2ee96f5e0510f603801ed9fb (178 files changed, 530 insertions, 174 deletions), every change stays strictly within the public repository boundary defined in AGENTS.md and docs/public-governance.md:

  1. Distribution & Runtime Version Pins (7.0.8 $\to$ 7.0.9, runtime 5.0.9 $\to$ 5.0.12):

  2. Source & Generated Skill / Marketplace Parity:

    • Independent execution of scripts/build_skills.py (--check) and scripts/build_marketplace.py (--check) returned 0 (OK: all generated SKILL.md files match source specs and OK: Claude and Codex marketplace metadata match generator output).
    • Worker & Delegation Guidance (skill-specs/worker.md, skill-specs/dev-delegate.md, scripts/build_skills.py): Clearly separates prose task-duration expectations from the runtime's admitted_progress_inactivity lease (deadline_ms, 24-hour default when omitted, 600000 ms example verified by test_worker_recipe_forwards_explicit_inactivity_lease_once). Establishes primary-owned validation as the default and constrains optional worker checks to an exact preverified interpreter and focused command bound to the disposable copy (with a verified process-local PATH if a child uses a generic interpreter name, and no environment/home/cache/sibling-checkout search or dependency installation). Requires preserving partial output and accurately recording caller-owned cancellation without replay or false provider-outage claims.
    • Code-Review External API Contract Guidance (skill-specs/code-review.md, tests/fixtures/sdk-method-contracts/, tests/test_sdk_method_contract_fixture.py): Grounds external API blockers in the exact called method and relevant version, requiring inspection of wrapper serialization and method-specific overloads before asserting native/FFI type requirements, and requiring explicit uncertainty statements when evidence is absent.
  3. Version-Bound Project-Estimation Bootstrap Refresh:

    • Independent check via scripts/verify_project_estimation_maintenance.py for expected_version="7.0.9" returned True (PASS project-estimation maintenance receipt and closed inventory).
    • maintenance-receipt.json is bound to "version": "7.0.9", cutoff/generated date 2026-10-19, policy version 2026-10-19.1 (a492f67da8c68b1b5a72e9a9670a2d11d1a6edc32b2d872905eeeb25231ffcc5), and receipt_sha256 e96c80d2849294da3b48a85104427d16fb35db37bdf1cee0809e57c80831c737.
    • pricing-snapshot.json removes unconfirmed Google 3.7 model records (gemini-3.7-flash, gemini-3.7-pro) while retaining verified 3.6 records (gemini-3.6-flash, gemini-3.6-pro); unknown models do not borrow prices.
    • quota-snapshot.json preserves unavailable_official with empty numeric values across all four providers (anthropic, google, openai, xai), and bootstrap calibration warnings (duration_drift, insufficient_complete_token_training:enhancement, missing_training_root:greenfield, p80_coverage, p95_coverage) are preserved in maintenance-receipt.json and operator-notification.json.
  4. Documentation & Release-State Separation:

3. Manifest & All 90 Native Bundle Member Bytes Verification

Independent local verification of plugins/agent-collab/runtime-manifest.json and all 90 bundle members under plugins/agent-collab/runtime/ via runtime_client.parse_manifest_bytes, runtime_bundle.verify_bundle_tree, and runtime_client._inspect_member (lipo -archs, otool -l, codesign --verify --strict --verbose=4, codesign -dv --verbose=4) confirmed:

4. Assessment of Staged Qualification & Source-Purity Exception Disposition

A. Staged Qualification Coverage

  • The caller's staged qualification evidence covers provider-free migration-doctor readiness, 15 routing-plan cases without dispatch, schema-4 packaged Grok mechanical qualification with zero model calls, 14 live non-OpenCode cases on ARM64 bound to manifest fb6883c598ae4e18cc55a0a582256286bb086da5cf99feb0d9768aa8ea135088 and bundle aa7c62da15cc613ce8cb61e57507155577c325d7053727389f58b18cd752807c, 1 live OpenCode 2.1.3 Go boundary case on human-approved native Intel (LabMacPro) bound to manifest fb6883c598ae4e18cc55a0a582256286bb086da5cf99feb0d9768aa8ea135088 and bundle e3888c61adb5180508252a46055a32d8d79610499f0c2c84d66d9c7c5cf856ba (native-intel-go-v2-5-0-12-b0bd1f262aef405793bd27d3c6a1cbf4), and a separate signed Intel Rosetta planning + Gemini nonce fixture proof.
  • The ACP observation opencode-go/glm-5.3 is properly scoped as initial_session_configuration only (not response-scoped independence proof or governance approval), and prior consumed ARM expired-key and Intel v1 failures remain un-replayed and unqualified.

B. Critical Assessment of the Qualification Source-Purity Exception

During the 14-case ARM wrapper run, all 14 native invocations succeeded and cleaned up their fixtures, but the wrapper exited 1 at its final global git status postcondition due to an untracked runtime-manifest 2.json (SHA-256 a2b2ee3618847f41dcb63c535aa8f060e3a43ccc69579db46f8c80b145159846, identical to the 9a03c9c / 5.0.10 manifest) alongside 83 pre-existing ignored CPython 3.12 .pyc files.

Independent risk assessment — non-blocking and properly disposed:

  1. No Manifest or Bundle Override Path: In plugins/agent-collab/runtime_client.py, MANIFEST_NAME = "runtime-manifest.json" is a constant resolved strictly via PLUGIN_ROOT / MANIFEST_NAME (line 661, line 702). Neither coordinator.py nor runtime_client.py accepts a manifest filename override or globs the plugin directory, and runtime-manifest 2.json is outside the closed runtime/darwin-*/agent-collab-runtime.bundle directories enumerated by verify_bundle_tree.
  2. Cryptographic Invocation Binding: All 14 captured ARM invocations recorded manifest_digest = fb6883c598ae4e18cc55a0a582256286bb086da5cf99feb0d9768aa8ea135088 and artifact_digest = aa7c62da15cc613ce8cb61e57507155577c325d7053727389f58b18cd752807c, proving the stale 5.0.10 copy was never loaded.
  3. Bytecode Isolation: CPython 3.12 .pyc files carry cpython-312 tags and magic numbers that /opt/homebrew/bin/python3.14 (cpython-314, invoked with PYTHONDONTWRITEBYTECODE=1) never loads.
  4. Governance Integrity: Preserving the untracked file and old .pyc inventory outside the checkout, keeping the raw exit-1 wrapper record and unknown-creator attribution visible, verifying all 545 tracked blobs/modes against the signed commit, and refusing to replay consumed provider calls or alter verifiers to manufacture a green wrapper exit strictly upholds docs/public-governance.md.

5. Separation of Source/Qualification Acceptance from Pending Gates

This APPROVE verdict covers only the exact candidate source (7e077cbafa349d2b2ee96f5e0510f603801ed9fb, tree 6377c6fa423d3b82da92a8917663cca644af74e4) and the caller-accepted staged qualification record. It does not claim completion of any of the following pending downstream gates:

  1. Caller verification of response-scoped native Google identity/hash and publication of the normalized review record.
  2. Updating the PR Release 7.0.9 with OpenCode 2 compatibility and delegation guidance #235 body with the complete 8-key Tier 3 compliance trace and reviewed SHA 7e077cbafa349d2b2ee96f5e0510f603801ed9fb before pushing the new head to origin.
  3. Requesting applicable automated reviews once at the new head, completing the exhaustive paginated review inventory within the 30-minute ceiling, resolving all CI checks and review threads, and executing ordinary protected squash merge (--match-head-commit, no admin bypass).
  4. Subsequent changelog-only governed PR, canonical release cut from clean main, signed v7.0.9 tag/assets/checksum/SPDX/member readback, four-manager host installation and fresh installed carrier confirmation, and final documentation closeout.

Primary adjudication: APPROVE source and staged-qualification disposition; no blocking findings. I read the complete response, verified its native response-scoped identity, checked the cited contracts and artifact identities, and retain the original ARM workspace-purity exit-1 record with the stale file/caches preserved. All tracked inputs and all invocation bindings were verified, the working tree is clean, and no provider case was replayed. Current CI, complete review inventory, protected merge, publication and installed confirmation remain separate gates.

Please review current head 7e077cbafa349d2b2ee96f5e0510f603801ed9fb for this release candidate. This is the first manual request at this head after the automatic run explicitly skipped under the repository star-count policy; it does not restart a prior review. The source, exact-head independent review and qualification scope are in the current PR description.

Independent exact-head documentation-delta review for 5a527ca0651657b32b34ca17aaab7ac8a95fd425, inheriting the full independently approved parent 7e077cbafa349d2b2ee96f5e0510f603801ed9fb. Primary/edit author: OpenAI; original contributors: OpenAI/xAI; reviewer: Google. Native response-scoped evidence independently checked: {"conversation_id": "882994da-24fa-4e59-b82e-fe5493f48c7c", "model": "gemini-4-argon", "response_sha256": "10f0a5372cf803f3be15274aaeaa289752817446f6bb88085922498b79d75c9f", "scope": "response", "source": "agy.generation_metadata.model", "step": "8"}. Native final-text SHA256 matches after the producer-defined outer-whitespace trim; the original raw response including its terminal newline is preserved verbatim (raw SHA256 acbe8a06ad75282a1b2fb8536349147b3d40042426e85f47bfafcad0a7f14412). source and disposable-clone cleanup verified.

Tier 3 Delta Governance Review — agent-collab v7.0.9 Candidate (HEAD 5a527ca0651657b32b34ca17aaab7ac8a95fd425)

  • Verdict: APPROVE (for exact candidate commit 5a527ca0651657b32b34ca17aaab7ac8a95fd425 / tree 6e1e93eb6dc1e6d99b84f0a2cf14eba2a26c5a55 as a two-document delta over approved parent 7e077cbafa349d2b2ee96f5e0510f603801ed9fb, confirming that the prior parent approval and staged qualification disposition remain valid and applicable to the resulting release candidate)
  • Reviewer Identity & Independence: Google family (Gemini 4 Argon High), distinct from primary/documentation-edit author family (OpenAI) and original artifact contributor families (OpenAI and xAI).
  • Blockers / Concrete Defects Found: None (0)

2. Assessment of the Two-Document Delta

1. Public-Disclosure Boundary in changelog.d/2026-10-18-001-worker-review-runtime-diagnostics.md

  • Compliance with changelog.d/README.md: The fragment policy requires authoring entries at the resolution of user-visible effect and public contract change, excluding mechanism names, internal session/lifecycle steps, fallback-ladder designs, provider-integration internals, and internal route/agent counts.
  • Verification of Rewrite (blob 3a58a38 $\to$ a2a38d9):
    • Replaces the internal lease mechanism name (admitted-progress inactivity lease) with user-facing terminology (configured inactivity bound) while keeping the primary-owned validation default and exact preverified interpreter rule clear (lines 4–7).
    • Replaces internal carrier naming (native Agy startup failures) with user-facing Gemini startup failures (lines 10–11) and removes internal retry/admission mechanism enumeration from the #### Why section (lines 22–23).
    • Replaces internal OpenCode 2 ACP startup and session-free catalog/initialization lifecycle mechanics with user-visible effect: Add OpenCode 2 compatibility with clearer readiness reporting. (line 12).
    • Replaces the carrier-to-provider binding enumeration, internal wire/action/agent counts, and CLI/SDK fallback notes with the public contract statement: Keep existing routing eligibility and public request/response contracts. (line 13).
    • Drops internal collection-policy record removal/retention details (Google 3.7 / 3.6) while preserving the user-visible project-estimation bootstrap refresh, retained calibration warnings, unknown numeric quotas, and exact-model pricing rules (lines 14–16).
  • Assessment: Cleanly resolves finding (1) with zero residual public-disclosure boundary violations and no loss of user-visible truth.

2. Staged vs. Post-Gate Evidence Separation in docs/migration-from-legacy-packages.md

  • Verification of Edit (blob ebf6777 $\to$ 63f1a5c):
    • Replaces Current publication and installation evidence is recorded separately in the repository README and architecture handbook. with Publication and installation evidence for the staged package will be recorded separately in the repository README and architecture handbook after those gates complete. (lines 32–34).
  • Assessment: Cleanly resolves finding (2). It removes any ambiguity that publication or host-installation evidence for staged 7.0.9 / runtime 5.0.12 already exists prior to release publication, four-manager installation confirmation, and final documentation closeout.

3. Inheritance & Applicability of Parent Approval (7e077cbafa349d2b2ee96f5e0510f603801ed9fb $\to$ 5a527ca0651657b32b34ca17aaab7ac8a95fd425)

  • Because the diff 7e077cbafa349d2b2ee96f5e0510f603801ed9fb..5a527ca0651657b32b34ca17aaab7ac8a95fd425 touches only changelog.d/2026-10-18-001-worker-review-runtime-diagnostics.md and docs/migration-from-legacy-packages.md, the entire plugins/agent-collab/ subtree — including runtime_client.py, runtime-manifest.json (fb6883c598ae4e18cc55a0a582256286bb086da5cf99feb0d9768aa8ea135088), wire_contract_sha256 (a675807e0ff5f0544d7cc9d659914ce2dadac9be8efd0fb56635815e5c3e842a), all 90 signed native bundle members (darwin-arm64 aa7c62da15cc613ce8cb61e57507155577c325d7053727389f58b18cd752807c and darwin-x86_64 e3888c61adb5180508252a46055a32d8d79610499f0c2c84d66d9c7c5cf856ba), all 53 generated skills, and the 7.0.9 project-estimation bootstrap dataset — is byte-for-byte unchanged from parent 7e077cbafa349d2b2ee96f5e0510f603801ed9fb.
  • Accordingly, the parent APPROVE (PR #235 comment 6357886078), the caller's canonical plugin-archive parity proof (87960564a2121d1a51f5215c1b094a3c982c245af6ef9f35b99605e34a432da4, 13,658,418 bytes), and the caller-accepted staged qualification disposition bound to 7e077cbafa349d2b2ee96f5e0510f603801ed9fb (retaining original parent SHA attribution without live-case replay or relabeling, and preserving the bounded ARM wrapper exit-1 disposition) carry forward in full to 5a527ca0651657b32b34ca17aaab7ac8a95fd425.

4. Pending Downstream Gates (Not Claimed Here)

Per review instructions, no provider calls, test suites, or runtime/signature re-examinations were executed in this delta review; caller-reported doc checks (release consistency, changelog dry-run, active export safety, secret scan, and diffcheck) are noted as caller-executed context. The following mandatory downstream gates remain pending:

  1. Caller verification of response-scoped native Google provenance for this delta review, PR Release 7.0.9 with OpenCode 2 compatibility and delegation guidance #235 compliance-trace update to 5a527ca0651657b32b34ca17aaab7ac8a95fd425, push, current-head CI pass, and full terminal review inventory on 5a527ca0651657b32b34ca17aaab7ac8a95fd425.
  2. Protected merge (--match-head-commit, no admin bypass), canonical release cut and signed v7.0.9 release assets/checksum/SPDX/member readback, native installed confirmation across the four supported managers, and required public/private final documentation closeout.

Primary adjudication: APPROVE, zero blockers. Both findings from the complete parent-head inventory were addressed together. Canonical expected-commit archive remains byte-identical to the qualified predecessor. Original qualification heads and failures remain preserved; no case replay. Fresh CI and full current-head review inventory remain required before ordinary protected merge.
