Add persisted physical definitions, front/rear rack editing, cable ends and breakout channels with paged, authorized projections.
Save installation and replacement plans using shared prerequisites, postconditions, material requirements, atomic reservations and recoverable partial manual outcomes. Ordinary completion rechecks current equipment, geometry, mounting, connector compatibility and capacity. Explicit actual-state reports preserve work already performed despite discrepancies.
Review component and whole-device replacements with explicit endpoint correspondence and finite, correction-safe quality counts scoped to canonical resource selections. Physical identity, wiring, configuration, permissions and service evidence remain distinct.
Plan chassis changes from sites and locations as well as racks and component positions. Keep physical context and review pages current, and reset report declarations when switching plans on desktop and phone.
Validation
Focused disk-backed admission, replacement, feedback and plan regressions, warning-denied store Clippy, rustfmt, generated contracts, Vue typechecking/builds and real desktop/phone Chromium workflows pass locally on macOS. Required CI runs the full workspace, alloc-only checks, native observation checks on macOS and Windows, and CodeQL.
Uses the explicit development fixture actor. Production authentication, provider execution and installable releases have separate qualification.
Add physical definitions, front/rear rack editing, named cable ends and
breakout channels with bounded authorized projections. Persist plans and
materials through shared prerequisites, postconditions, atomic reservations
and recoverable partial manual outcomes.
Support component and whole-device replacement with explicit endpoint
correspondence, separate physical identities and finite correction-safe
review counts. Recheck current component limits at ordinary completion
while retaining explicit reports of already performed work.
Closes#38
Create plans, review prerequisites and postconditions, preview and reserve work, and report completed or not-performed steps.
Inspect rack elevations, check recorded power paths, and share scoped physical availability information.
New interface panels support physical details, plan management, material receipt, replacement reviews, cable wiring, and availability inspection.
Documentation
Expanded development and inventory guidance for physical planning, reservations, and availability. Clarifies that inventory assessments do not certify service health or physical safety, and that manual results are separate from verified service health.
This change adds physical-inventory contracts and storage, planning and assessment workflows, power-path and binding requirements, and workspace interfaces. It supports physical definitions, positions, materials, cable wiring, replacement review, reservations, completion reports, and scoped availability offers.

Full details: Linked Issues check
Explanation
Active directly linked issue #38 supplies the coding requirements. The changes add persisted physical definitions, rack and position modeling, cable ends and breakout channels, physical constraints, plans, materials, atomic reservations, partial completion and discrepancy handling. They add replacement review, bounded endpoint mappings, retained cable-end handling, scoped correction-safe quality data, authorization checks, hidden occupancy disclosure, revision-checked pagination, crash and restore handling, and desktop and phone workflows. Tests cover concurrent reservations, current-state rechecks, duplicate evidence, incomplete data, partial work, cancellation, persistence, replacement swaps, cable ownership, pagination, and browser flows. The summary does not show an import/export surface, but issue #38 qualifies import/export as applicable, so no unmet requirement is established.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue #38. Store schema, contracts, requirement evaluation, physical constraint utilities, Vue panels, documentation, integration tests, and browser tests support the requested physical planning and replacement workflows. The changes do not add a separate inventory, scheduler, provider-effect engine, automatic history stream, or 3D renderer. The stable Rust toolchain file and test-script updates are build and validation support, not unrelated product behavior.

Add a matching PostEffect pass case to the fact tests.
The new PostEffect test in crates/omloom-store/src/requirements/tests.rs:14-40 only checks the phase-mismatch path. It asserts Decision::unknown(Reason::WrongEvidence) for Current-phase evidence. A regression that rejects every PostEffect requirement returns the same result, so the test still passes. No test in this file evaluates a matching PostEffect requirement and evidence pair to a passing decision. Add one:

Add a matching-phase passing test for `fact` in the existing PostEffect tests:
use a `Requirement` and its `Evidence` with `Phase::PostEffect`, then assert
that `fact` returns `Decision::PASS`. Keep the existing phase-mismatch test
unchanged.
Add a recorded-step test for the power check result.
The existing test saves and reloads a PowerPaths check, then compares only control.check. Step 0 never reaches Recorded, so the check is not evaluated and checked_state and checked_reason are never read. A regression that skips or misassigns the postcondition result would still pass this test.
Keep the existing codec assertion. Add a companion test that:
Saves a draft with the same PowerPaths check on step 0.
Completes step 0 through the completion action. Completing a done step that is not Recorded or Ready requires actual_state and a non-empty discrepancy.
Asserts checked_state and checked_reason on step 0 of the returned plan. Derive the expected values from the requirement evaluation for that fixture.
If the companion test uses a material-backed placement instead of a direct item, the plan materials must contain an allocation that carries an actual item. Otherwise completion returns Error::Incomplete.

Add a companion test beside the existing PowerPaths codec assertion that saves a
draft with the same step-0 check, completes step 0 through the completion action

returned plan’s checked_state and checked_reason using values derived from
evaluating the fixture’s requirement. Keep the existing codec assertion

Test the cross-end AfterStep rejection through save.
The cable chain tests set AfterStep(0) only when the dependent step uses the same cable end as its predecessor (cables.rs:463 and cables.rs:527). The guard at flow.rs:35-36 rejects a predecessor on a different cable or end, and no test asserts that rejection. Removing the guard would not fail any current test.
Add a plan whose dependent wiring step targets a different cable end from its AfterStep predecessor. Send it through save and assert that the action returns Error::Invalid. Do not add a reserve assertion for this plan. The draft validation in save rejects the plan before it is persisted, so reserve cannot load it by key.

Make the recorded-step test change the power graph before Complete.
This test keeps the power graph unchanged from Save through Complete. It computes expected before saving and checks the recorded step against that value. Because the graph does not change, the assertions would also pass if this completion path reused an earlier Satisfied result instead of evaluating the PowerPaths postcondition again. Add a power-graph change between Save and Complete that makes the PowerPaths requirement unsatisfied. Then assert the checked_state and checked_reason that the changed graph produces on the recorded step.

Update the recorded-step test around the `Save` and `Complete` calls to change

completion. Derive the expected state and reason from that changed graph, then
assert the recorded step’s `checked_state` and `checked_reason` match those
post-change results.
Assert the future plan's slot hold after the actual report.
Assert the future plan's slot hold after the actual report.
The actual report releases physical-slot/{position}, the same position the future plan reserves. Its cleanup deletes a resolved row only when that row's owner is the releasing plan. If that owner check were removed, the actual report could delete the future plan's slot hold. This test would still pass. Completion returns Conflict from the installed component's occupancy with or without that hold.
The lock named in the earlier note is not in the actual report's release set. The actual report releases physical-lock/{found}, not the future plan's physical-lock/{item}. record_physical_replacements does read physical-lock/{item} before occupancy, but its owner matches the future plan, so the read does not decide the outcome.
Add an assertion after the actual report that the future plan's physical-slot/{position} row still exists and names the future plan as owner. This protects the slot hold that the actual report shares with the future plan.

Use the shared assessment before ordinary replacement completion, including current mounting, geometry and capacity. Consume only the selected spatial holds in the same transaction and preserve factual reports of performed work. Include boundary and changed-state regression tests.
Validate predecessor identity uniqueness before saving or previewing replacement plans. Cover duplicate bindings, intact swaps and the existing structural position retirement guards.
Clear aggregate values and pagination when the selected root set changes. Discard responses for a previous scope while retaining unsaved plan drafts. Cover desktop, phone and delayed real responses in Chromium.
Add a second read grant to the root-set scope test.
The expected scope in this test hashes only actor.grants[0], and operator() supplies that single grant. A scope that ignores every grant after the first produces the same expected value here, so the test does not detect that change. Add a second distinct read grant in a separate context and assert that the quality scope changes. Keep the expected-scope reference on the original single-grant actor. A second grant on that actor changes the implementation's scope and fails the reference assertion.

recorded_step_evaluates_its_power_postcondition breaks the feeds[1] to terminals[0] supply before it completes the plan. Its only checked_state assertion expects the Failed result. A completion path that always wrote Failed would pass this test. No other test under crates/omloom-store/tests asserts a power-path checked_state for a completed plan.
Add a test that completes a plan while its power paths stay satisfied. Reuse the setup from the existing test, but skip the topology break. Assert that checked_state equals Some(api::RequirementState::Satisfied as i32) and that checked_reason equals the reason from a healthy evaluate call.
The production code stores the evaluated result at crates/omloom-store/src/disk/workspace/physical/flow.rs:174-175. This gap affects test coverage of current behavior, not a present production defect.
