Summary

This PR updates three dependencies:

• ignore: 7.0.12 → 7.0.13
• @biomejs/biome: 2.5.15 → 2.6.2 (the biome.json schema URL is updated too)
• tsup: 8.5.1 → 9.0.0

ignore is bundled into the Action, and tsup 9 emits slightly different code. As a result, the Dependabot PRs could not pass bundle:check, because Dependabot cannot rebuild dist/action.cjs. This PR rebuilds the bundle.

It supersedes #30, #31, and #32.

Verification

• npm run check passes locally: 226 unit tests pass and 1 is skipped, and 26 CLI tests pass. Lint, format, typecheck, extension, build, and bundle checks all pass.
• CHANGELOG.md is updated under Unreleased.

This PR contains dependency and bundle changes only.
