What does this PR do?

Add native oriented-object-detection for exported RF-DETR models in CPU ONNX serving, API v1, the Inference SDK and Workflows. Preserve ordered geometry, class fronts and stable detection identity through supported transport and coordinate changes; opt-in detections_consensus@v2 compares rotated footprints and retains the selected class’s highest-confidence contributor.

Related Issue(s): Overlap code ports Agis Kounelis’s #2420. Native RF-DETR OBB contract.

Test details:

• Source checks: 627 NumPy-mode and 634 tensor-mode Workflow tests, plus 36 Models/request tests, pass with Supervision 0.30.6. Mixed external/model frame checks, synthetic ONNX, SDK dispatch and scoped format/lint checks pass. These checks do not establish a fully installed release runtime.
• SDK 1.8.4 candidate from the build-only run contains all 33 source files byte-for-byte. Locally built Models 0.39.8 contains all 362 Python files byte-for-byte; its generated project lock passes uv lock --check.
• Real trained export, genuine registry installation, installed release isolation, candidate images and hosted API acceptance. The optional trained-export fixture remains skipped.

Additional Context

• Merge/release blocked: SDK 1.8.4 and Models 0.39.8 must merge and receive separately approved releases before the consumer pins and genuine registry locks can pass their gates. Local candidate wheels do not replace those registry locks. Workflows 0.2.16, root 1.8.4 and images follow the documented dependency order. This combined change has not completed that merge/release sequence.
• Scope: CPU ONNX and API v1. GPU serving, native Gateway/parallel execution, API v0, browser registration and native Workflow Auto Label are excluded. Native loading requires frozen heading metadata; unsupported native query operations reject.
