Builds the urdfdom URDF parser libraries (model/world/sensor), headers and tools into a cmeel prefix via the cmeel CMake build backend. Upstream publishes no riscv64 wheel.

Mirrors upstream's release.yml.

Differs from upstream

• Single-arch, glibc-only matrix - macOS/x86_64/aarch64 legs dropped.
• Extra index pypi.riseproject.dev - riscv64 cmeel-console-bridge and cmeel-tinyxml2 wheels live there.

Matrix: one job - [tool.cmeel] has-sitelib = false, so the single py3-none-manylinux_riscv64 wheel covers every interpreter.

Testing

• same as upstream (install deps, then the wheel).
• also parses a small URDF with the wheel's own check_urdf.

License: OK

Builds clean from the tag with no patches; verified locally on x86_64.
