Bump the minimum dependency versions to the policy and remove the version guards that are now always true.
numpy 2.2, pandas 2.3, scipy 1.16, dask 2025.9, zarr 3.1, … (full table in whats-new)
netcdf4 1.7, because 1.6 has no builds compatible with numpy 2. conda-forge has no netcdf4 1.7.0, so the policy tool never considers 1.7 released; added a policy override until Use the first release of each minor version for the policy xarray-contrib/minimum-dependency-versions#94 is released.
Removed the obsolete
has_*/requires_*test guards andtest_append_string_length_mismatch_works, which is always skipped on zarr ≥ 3.1.Removed the numpy < 2, dask < 2024.11 and flox < 0.10 code paths in the source, including
