Summary

The release commit of MANA 1.6.0, as for 1.5.0 (#520): VERSION becomes 1.6.0, configure changes only in its nine version strings, and CHANGELOG.md gets the 1.6.0 entry.

The release checklist (the comment at the top of CHANGELOG.md) now points to README.md, the man page and MANA's website, https://mpickpt.github.io/mana/, in place of mana-doc and readthedocs. The website, with its source in doc/ (#564), replaces the wiki and readthedocs.

The entry covers everything merged since 1.5.0, including #552 and the cleanup series (#554–#561). Its "Changed" section tells users of an existing checkout to run make distclean before updating and ./configure after, because the sources moved out of mpi-proxy-split/.

configure is what autoconf 2.71 makes from this configure.ac with VERSION 1.6.0: regenerating it gives the same file.

This PR stays a draft until the release. Then set the entry's date (now 2026-11-05), and add a line for #562 (the man page) if it is merged first.

After it is merged:

1. Tag v1.6.0.
2. Make the GitHub release with the changelog entry as notes, and attach a source tarball that includes DMTCP (the recipe is in the comment at the top of CHANGELOG.md).
3. Check that MANA's website, https://mpickpt.github.io/mana/, describes 1.6.0.
