What

• Breaking. LoadingScreen draws the design system Spinner in place of grey bars.
• Breaking. It shows at once inside a Page, a sidebar screen or a dialog. In a Page it sits under the title.
• Breaking. Elsewhere it waits 200ms, then fades in over 500ms. With reduced motion it appears after the wait, with no fade.
• Breaking. LoadingRows and the godmin-arrival class are gone.
• docs/design-system/loading.md gives every loading value, and tests tie each one to the code.
• docs/lists.md says which flag to pass to DataViews isLoading, what a route loader waits for, and why DataViews keeps one key.
• Six stories, a browser test for the waits, and a unit test for the empty state of a list.

Why

• WordPress shows a spinner, not grey bars, while a screen loads, and shows the content at once.
• The wait and the fade copy the Site Editor's canvas loader, so a fast load shows nothing.
• A wrong flag can hide the rows of a list behind a spinner, or never show one.

Testing Instructions

1. Run pnpm install.
2. Run pnpm run cover. 1501 tests pass, 100% coverage.
3. Run pnpm run test:browser. 10 tests pass.
4. Run pnpm run storybook:test. 16 tests pass and write 20 shots, 4 of them new.
5. Run pnpm run storybook:dev and open Components, Feedback, Loading.
6. The Argos build shows the 4 loading shots as new, and no toast shot as changed.
