Shared events now use the new native and non-native frame layouts and the same exception/thread containers as private issues. Public views use event data only, with no project requests, private frame actions, downloads, suspect commits, or persisted display choices.
Moves the thread container out of the native directory and removes the duplicate shared exception layout. Covers raw-view downloads, switching between exception-backed and ordinary threads, unchanged saved preferences, and the public page's limited organization context.
Stacks on #114082 because it needs the native renderer. Shared pages receive no organization feature flags, so landing this enables the public renderer; keep it separate from the private flagged rollout. Legacy renderer deletion stays in #123987.
