docs(openspec): archive migrate-python-binding - #47

All 26 tasks are complete and released. Add the python/compiler, python/extension and tools/python-codegen main specs from the change's delta specs, move the change to the archive, and point its design page one directory further up for its assets.

Archives the completed OpenSpec change
migrate-python-binding(epicmorphir-ukvn.1.6). All 26 tasks are done; the delivery was #41 and #44, and the releases are native-v0.1.0, morphir-v0.0.2, python-v0.0.3 and extension/python/v0.4.1.python/compiler,python/extensionandtools/python-codegen, copied from the change's ADDED requirements.openspec validate --specs: 8 passed.openspec/changes/archive/2026-10-27-migrate-python-binding/, and itsdesign.htmlasset paths gain one../.Documentation only.
