Step 1 of the shared catalog's two-reconcile move to the auto-vpa GeneratingPolicy form (devantler-tech/kyverno-policies#1). The classic policy's removal deletes the VPAs it generated; the GeneratingPolicy form is registered in a separate later revision so the two never run at once. The file stays, still tested, as the rollback form. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Step 2 of the shared catalog's two-reconcile move (#5130, devantler-tech/kyverno-policies#1): adopt the catalog's three auto-vpa GeneratingPolicy objects with one platform addition, a namespaceSelector that keeps them out of the system namespaces where prod ships static VPAs. The new exclusion test pins that addition with a selector-free control, and the fixture evaluator learns that a GeneratingPolicy's single rule is named after the policy. Merge only after step 1 has deployed and no classic auto-vpa VPA remains. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…s fingerprints The naming gate requires one resource per file, so the catalog's three policies are now one file each. The production authorization ledger approves the three new GeneratingPolicy documents with the fingerprints the validator printed for them; splitting the file changes no rendered document. - Around line 23-27: Update the platform note near the catalog header to clarify
that the classic VPA and the GeneratingPolicy form use distinct names, so
applying both creates two VPAs per workload. Keep the catalog text and the
“never apply both” rule unchanged, and align the note with the naming behavior
referenced by the root kustomization.yaml.

16-18: 🩺 Stability & AvailabilityThe configured Kyverno version already satisfies the policy requirement. The shared HelmRelease uses chart
3.9.1, whose upstreamChart.yamldeclares application version1.19.1. The CI workflows also install Kyverno1.19.1. No under-1.19.0 consumer is established by the inspected source.

Why
This is the second half of moving the platform's automatic sizing policy onto the shared library's newer form, which survives the next policy-engine upgrade. The first half (#5132) removes the old policy. Until this one lands, new and restarted workloads get no automatic sizing.
What
This turns on the shared library's sizing policy, unchanged except that it skips the four system namespaces, where production already sizes controllers another way. A new test proves those namespaces get no sizing rule and that the same check does see one when the exclusion is removed. A small fix teaches the test-coverage check to recognise this newer policy form.
