feat(kyverno): migrate disallow-latest-tag to ValidatingPolicy - #5116
Conversation
Rewrite the policy as a ValidatingPolicy with the same Audit action, Pod CREATE scope, background evaluation and namespace exclusions, covering regular, init and ephemeral containers. Collapse its two rule entries in the failure-action baseline to one policy entry and add ephemeral container fixtures to its CLI test. - Line 56: Update the image validation expression in the ClusterPolicy so it
checks for a colon in the image name portion after the final “/” and before any
“@” digest, requiring an explicit tag while rejecting tagless images with
registry ports and digest-only references. Add a port-bearing tagless fixture
and expect policy validation to fail.

A tagless image from a registry with a port (host:5000/app) carried a colon and passed the tag check. Look for the tag in the last path segment, and keep passing digest references, which pin the image. Refs #5115 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Scope read: the whole diff against main. Checked the CEL against Kyverno 1.19.1 (the running version) with the policy's CLI test (12 cases) and the full suite (750 cases), the per-rule fixture gate, the failure-action baseline on source and on the production render, and a read-only comparison over production's live pod images (none changes outcome).
Correctness: the tag check now reads only the last path segment, so a registry port is no longer read as a tag, and a digest keeps passing. The latest-tag check is unchanged. Namespace exclusions produce a skip, matching the old exclusion. Pod CREATE scope, Audit action and background evaluation are preserved. Admission sees the request namespace on the object, so the namespace condition holds for controller-created pods too.
Security: no trust, execution or egress boundary changes; the policy stays Audit as before.
Verdict: no P0/P1 findings

Why
The next Kyverno release removes the older policy kind. The rule that keeps container images pinned to a real version, instead of the moving "latest", still uses that kind, so it would stop working on upgrade.
What
The same rule is rewritten in the newer policy kind. It keeps the same behaviour: it reports, without blocking, any new pod whose images have no version or use "latest", and it still leaves the system namespaces alone. Its test now also covers debug containers attached to a running pod.
