- Around line 17-21: Move all replica-floor exemptions from the policy’s
matchConditions into the variables.exempt expression and combine that variable
with the replica-count validation so exempt resources receive pass results
during background scans. Update the exemption expectations in the validation
fixture from skip to pass, and revise the rollout documentation and sibling
comment to describe replacement of prior failures rather than skip results.

…rts stay current A false matchCondition writes no PolicyReport result, so an exemption added after a failure could leave that failure in place. Exempt workloads now get a current pass, as validate-replica-ceiling already does. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

- CodeRabbit: rate limited — the 11:43Z rate-limit reply on this repository (lane-health read 12:07Z) names a reset near 12:25Z; no review artifact exists at this head (its 11:35Z object at this head is an empty reply container).
- Codex: usage limit since 2026-10-19 22:44Z (lane-health read 12:07Z today); no Codex artifact on this PR.
- Cursor Bugbot: usage limit since 2026-10-19 22:18Z (lane-health read 12:07Z today); no Bugbot check-run on this PR.
Scope read: the whole diff against main, plus every file on main that names this policy or its file (code search for validate-replica-floor and require-replica-floor).
Correctness: the exemptions carry over one for one (workload label, pod-template label, five namespaces, the -primary suffix with at least one leading character, and the named lists). An unset replica count still counts as 1 and an explicit 0 still fails. Audit and background evaluation are preserved. Folding the exemptions into the validation keeps a current pass result for exempt workloads, which matches the documented #2573 requirement.
One P1: a guard elsewhere in the repository stops checking anything after this change (inline).
Security: no trust, execution or egress boundary changes; the policy stays Audit.
Verdict: 1 findings (P0: 0, P1: 1)
…pshotter guard The guard grepped for the old YAML list item, which can no longer match now that the exemptions are CEL string literals. Read the namedExempt expression with yq and fail when it is missing or no longer a name list. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Learning: In devantler-tech/platform, Kyverno ValidatingPolicy background scans do not write PolicyReport results for false matchConditions. For replica-floor exemptions in k8s/bases/infrastructure/cluster-policies/best-practices/validate-replica-floor.yaml, keep exemption predicates in variables.exempt and use variables.exempt || variables.replicas >= 2 so exempt workloads receive a current pass result. CLI skip results do not establish background PolicyReport behavior.

- CodeRabbit: reviewed this head at 12:37Z and used this repository's included review for the hour ("0 remain after this review"). Its two Minor findings are refuted on the PR with evidence (the stale-report proof uses its own ClusterPolicy fixture;
isValidatingPolicyis not used for matching and the merged #5116 fixture omits it too). Next review about 13:37Z. - Codex: usage limit since 2026-10-19T22:44:28Z; only the maintainer can lift it.

Scope: the whole pull request. The CEL exemptions match the old preconditions one for one. JMESPath 0 || 1 keeps an explicit 0, as orValue(1) does. ?*-primary equals ^.+-primary$. Each namespace and name list is carried over unchanged. The policy stays Audit-only and keeps background evaluation. Exempt workloads now get a current pass, which the docs and tests describe. Since my earlier round, de3e92e replaced the csi-snapshotter text guard: it now reads the namedExempt expression with yq -e and fails if that variable or its name-list shape is missing, so the check can no longer go blind on a format change. CI is green at this head.
Verdict: no P0/P1 findings

Why
The next Kyverno release removes the older policy kind. The rule that warns when a workload runs a single copy, and so would go offline during a node drain, still uses that kind and would stop working on upgrade.
What
The same rule is rewritten in the newer policy kind with the same behaviour: it reports, without blocking, workloads running fewer than two copies, and it still leaves alone the workloads that are exempt by label, by namespace or by name. Its test now also covers workloads with no copy count set, workloads scaled to zero and stateful workloads.
