Adds .github/workflows/pr-review.yml to .prettierignore to prevent Prettier from reformatting this standards-owned caller stub. The file is a verbatim copy from combsmith/.github/standards/workflows/pr-review.yml and must maintain byte-identity with the template. Co-Authored-By: Claude Haiku 4.5 <noreply@anthropic.com>

Correction to my previous comment: The .prettierignore entry for .github/workflows/pr-review.yml is a necessary operational fix to prevent Prettier from drifting standards-owned workflow files. This change is valid and should be kept. The scope mismatch identified by the bot (unrelated to issue #641) is noted — this operational fix should ideally be tracked under a separate issue/PR rather than mixed with issue #641 work. However, the change itself is legitimate and necessary for maintaining byte-identity with the canonical template. |

Review mode: triage-approved (single reviewer)
Summary
Adds .github/workflows/pr-review.yml to .prettierignore, plus a comment explaining why, matching the existing entries for the other standards-owned caller stubs (pr-auto-review.yml, agent-shield.yml, persona-mention.yml). It is one config file and a 7-line addition. No code, workflow or secret is touched. I agree with the triage tier's low-risk call.
Linked issue analysis
#641 is a Fleet Monitor warning: ci.yml failed 1 of 5 runs (20%). I traced the failing run (39531241149, branch standards-sync/workflows-20261019). Its autofix job ran prettier --write ., which reformatted .github/workflows/pr-review.yml. The push was then rejected with refusing to allow a GitHub App to create or update workflow .github/workflows/pr-review.yml without workflows permission, and the job exited 1. Excluding that file from Prettier removes the cause of the failure directly, so this PR does address #641. CodeRabbit's "Title check" and "Out of Scope Changes" warnings were wrong to call it unrelated.
Findings
- No blocking findings.
- Nit (non-blocking): the PR title is the generic "implement issue #641" template. Something like "fix(ci): exclude standards-owned pr-review stub from Prettier" would say what the change does.
- The secret-scan MCP tool (
run_secret_scanning) was not available in this run, so I skipped it. The diff contains only comments and a path, and the gitleaks check passed. - There are no unresolved review threads, and no human reviewer has asked a question. Codex reported no findings. The dev-lead agent answered CodeRabbit's pre-merge warnings.
CI status
All checks passed: build-and-test, Node.js Tests, Playwright UI Tests, coverage, autofix, CodeQL (actions/js-ts/python), SonarCloud (Quality Gate passed), gitleaks, npm audit, AgentShield. Some checks were skipped because they did not apply. cubic finished as neutral. The PR shows BLOCKED only because it still needs an approving review.
