fix(ci): add pr-review.yml to .prettierignore and use GH_PAT_WORKFLOWS for autofix pushes - #627
The org-standard pr-review.yml caller stub synced from combsmith/.github must not be reformatted by Prettier, which would collapse the two-space gap before # NOSONAR markers and reflow comments, re-introducing byte-identity drift.
In .github/workflows/ci.yml, running npm ci, npm run format, and npm run lint -- --fix alongside a persisted push credential exposes the token to PR-controlled tooling/hooks, while pushing auto-fixes with GITHUB_TOKEN does not trigger follow-up CI checks on the autofix commit.
Solution
Document and preserve .github/workflows/pr-review.yml in .prettierignore alongside the other standards-owned verbatim workflow stubs.
Split CI auto-fixing in .github/workflows/ci.yml into two isolated jobs:
autofix (contents: read, persist-credentials: false): runs npm ci, npm run format, and npm run lint -- --fix, stages only tracked non-workflow files (git add -u -- . ':(exclude).github/workflows'), exports the binary patch, reverts unstaged edits (git checkout -- .), verifies npm run check against the staged tree, and uploads the patch artifact along with head_sha.
autofix-push (contents: write, persist-credentials: false): performs a clean checkout with no npm scripts or PR hooks, verifies GH_PAT_DON_PETRY || GH_PAT_WORKFLOWS is configured and the PR branch head still matches head_sha, validates via NUL-delimited pre-apply (git apply --numstat -z) and post-apply (git diff --cached --name-only -z) guards that no .github/workflows/ paths are touched, and commits/pushes to HEAD:refs/heads/${HEAD_REF}.
Verification
npm run check passed
npm test -- --coverage and node scripts/check-coverage.js passed

Code Review
This pull request updates the .prettierignore file to exclude the .github/workflows/pr-review.yml workflow file from Prettier formatting. This ensures that the exact byte-identity of this standards-owned caller stub is preserved, preventing any formatting drift. There are no review comments, and I have no feedback to provide on these changes.

Human review — changes requested (posted as comment: reviewer is the PR author account)
The job split is correct and the earlier findings (branch-name injection, persisted credentials, output size cap, GITHUB_TOKEN fallback) are all fixed. One gap remains, and it is the one the escalation note raised.
Blocking: the autofix patch is unrestricted and is pushed with a workflow-scoped PAT. autofix runs git add -A on a tree that PR-controlled tooling (npm lifecycle scripts, eslint/prettier plugins) just wrote to. autofix-push applies that patch blind and pushes it with GH_PAT_WORKFLOWS, which can write .github/workflows/**. A compromised dependency could therefore land a workflow file on the branch, and it would run with secrets on the next pull_request run.
Keeping the PAT is still right: a GITHUB_TOKEN push does not trigger CI on the autofix commit, which would leave the PR head without the required build-and-test check. So constrain the patch instead (see inline suggestion):
Stage tracked files only and exclude workflows in the export step.
In autofix-push, refuse to apply a patch that touches .github/workflows/ as a second guard.
Minor, non-blocking
The org standard now prefers GH_PAT_DON_PETRY with GH_PAT_WORKFLOWS as the legacy fallback (see the initiative-driver template). This step uses only the legacy name. Consider ${{ secrets.GH_PAT_DON_PETRY || secrets.GH_PAT_WORKFLOWS }}.
FYI: pr-review.yml on main already differs from the org template in its header, so a sweep re-sync is coming. The .prettierignore entry is the correct prep for that, same pattern as #618.
All review items and workflow-path security guards have been addressed in 2757d3b:
autofix stages only tracked non-workflow files (:(exclude).github/workflows), restores unstaged working-tree edits (git checkout -- .) so npm run check validates the exact staged tree before uploading the artifact, and records head_sha.
autofix-push verifies HEAD == EXPECTED_SHA, enforces NUL-delimited case-insensitive pre-apply (git apply --numstat -z) and post-apply (git diff --cached --name-only -z) guards against .github/workflows/, and pushes to HEAD:refs/heads/${HEAD_REF} using GH_PAT_DON_PETRY || GH_PAT_WORKFLOWS.
@don-petry I'll resume automatic reviews for this PR. Thank you for the update on 2757d3b. The next review must verify the reported security guards before treating the security concern as resolved.

Reduce the push job’s GITHUB_TOKEN permission to read-only.
The push uses GH_TOKEN from a PAT, not GITHUB_TOKEN. contents: write therefore gives earlier actions in autofix-push an unnecessary write-capable token. persist-credentials: false does not remove that job token. Set contents: read; checkout requires no write scope, and the artifact comes from the same workflow run. (docs.github.com)
Based on learnings, CI jobs should grant GITHUB_TOKEN only the minimum scopes they need.

Reduce the contents permission in the autofix-push job to read; its push uses
GH_TOKEN from a PAT, so checkout and artifact access should not grant the job’s
GITHUB_TOKEN write scope.

Addressed in 51780d2: reduced autofix-push job GITHUB_TOKEN permissions in .github/workflows/ci.yml from contents: write to contents: read since the push step authenticates via GH_TOKEN (GH_PAT_DON_PETRY || GH_PAT_WORKFLOWS) and checkout/artifact download only need read access.
