Match the literal AGENTS.md filename.

If GEMINI.md says AGENTS-md instead of AGENTS.md, this grep succeeds because . matches any character. The required CI check then passes a file that lacks the required reference. Use grep -qiF 'AGENTS.md'. As per coding guidelines, “GEMINI.md” MUST reference AGENTS.md for development standards.

Review comment at @.github/workflows/agent-shield-reusable.yml at line 94:
Update the GEMINI.md check in the workflow condition to use fixed-string
matching for AGENTS.md, so punctuation or other characters cannot satisfy the
required literal filename reference.

After applying the fix, consider running `coderabbit review --agent` for local

P1 Badge Extract and CI-test the new cross-reference decision

The new Gemini pass/fail decision is implemented directly in the reusable workflow, contrary to AGENTS.md's requirement that decision-making reusables keep verdict logic in a pure, sourceable script with bats coverage gated on changes to the reusable. The added gemini-md.bats tests exercise only check_gemini_md in the compliance audit, not this separate CI implementation, leaving the enforcement paths able to diverge without a failing test. Extract this decision into a tested helper and make the workflow call it, with its bats suite triggered when the reusable changes.

Distinguish a 404 from other Contents API failures.

gh_api returns failure for any API error after its retries. The || echo "" fallback therefore turns transient 403, 5xx, rate-limit, or network failures into missing-gemini-md. Capture the API response, treat only response_is_http_404 as a missing file, and mark other failures inconclusive without adding a finding. Preserve the existing retry behavior.

Review comment at @scripts/compliance-audit.sh at line 2443:
Update the GEMINI.md Contents API handling in the `gh_api` call so only a
response confirmed by `response_is_http_404` is treated as a missing file. For
other API failures, including transient, rate-limit, and network errors, mark
the check inconclusive without adding a finding; preserve the existing retry
behavior.
