Summary

  • Add GEMINI.md to standards/agent-standards.md (Required Files, GEMINI.md Requirements, and Layer 2: Org-specific structural checks).
  • Update .github/workflows/agent-shield-reusable.yml to include GEMINI.md in the default required-files list and validate that GEMINI.md references AGENTS.md.
  • Add check_gemini_md (missing-gemini-md / gemini-md-missing-agents-ref) to scripts/compliance-audit.sh and content-agent routing in scripts/compliance-remediate.sh.
  • Track GEMINI.md in combsmith/.github pointing to AGENTS.md and combsmith/.github/AGENTS.md.
  • Add unit tests in test/scripts/compliance-audit/gemini-md.bats and test/scripts/compliance-remediate/routing-messages.bats.

Test Plan

  • bats test/scripts/compliance-audit/gemini-md.bats (3/3 passing)

📝 Summary

Summary by CodeRabbit

  • New Features
    • Compliance checks now flag repositories that are missing GEMINI.md or whose file does not reference AGENTS.md.
    • GEMINI.md is now included in required agent standards, with guidance on project context and safe tool authorization.
  • Documentation
    • Added guidance for connecting Gemini instructions to repository and organization standards.
  • Bug Fixes
    • Automated remediation now clearly reports when these findings need content-aware review rather than attempting an automatic fix.

The pull request adds GEMINI.md to agent standards and required-file checks. The compliance audit reports missing files and missing AGENTS.md references. Remediation routes those findings to a skip report, and tests cover the new checks and routing.

Changes: Gemini compliance

Layer / File(s) Summary
Gemini requirements and workflow validation
standards/agent-standards.md, GEMINI.md, .github/workflows/agent-shield-reusable.yml
The standards require GEMINI.md and an AGENTS.md reference. The workflow now includes GEMINI.md in its required files and checks existing files for the reference.
Compliance findings and remediation routing
scripts/compliance-audit.sh, scripts/compliance-remediate.sh, test/scripts/compliance-audit/gemini-md.bats, test/scripts/compliance-remediate/routing-messages.bats
The audit reports missing Gemini files or references. Remediation skips both finding types with a content-knowledge reason. Tests cover the findings and routing.

  • combsmith/.github#1343 — The pull request extends the Agent Standards compliance audit and remediation grouping to include GEMINI.md.
Merge Risk: Low · up to 00b0d

CI can accept a Gemini file without the required reference, and an API failure can generate an incorrect compliance finding. Both are bounded issues to fix or explicitly accept before merging.

Match the literal AGENTS.md filename.

If GEMINI.md says AGENTS-md instead of AGENTS.md, this grep succeeds because . matches any character. The required CI check then passes a file that lacks the required reference. Use grep -qiF 'AGENTS.md'. As per coding guidelines, “GEMINI.md” MUST reference AGENTS.md for development standards.

Distinguish a 404 from other Contents API failures.

gh_api returns failure for any API error after its retries. The || echo "" fallback therefore turns transient 403, 5xx, rate-limit, or network failures into missing-gemini-md. Capture the API response, treat only response_is_http_404 as a missing file, and mark other failures inconclusive without adding a finding. Preserve the existing retry behavior.
