Brings the pr-auto-review, pr-review and ci-failure-analyst job blocks in standards/workflows/agent-ingress.yml into byte-for-byte alignment with petry-projects/markets main @ 9310b6e6 (combsmith/markets#523 merged, ingress blob a0c97e13), so the Fleet Monitor's per-job block hashes line up (dry run 38150568552 flagged them as DRIFTED). Header, on:, permissions:, dev-lead, pr-review-mention and the comment lines between jobs are unchanged. Nothing was added to DEPLOYABLE_WORKFLOWS, and no deploy script or test was changed.

Block SHAs: PR head 4cdd886 vs markets main @ 9310b6e (extract_job_block / job_block_sha)

job this PR markets main
dev-lead 4f0b41d30fd3e5deaae4bc81168fb2d19d15b7be 4f0b41d ✅
pr-auto-review 69e0115529e9be36b07ebd809a50ccc54c4a7334 69e0115 ✅

ci-failure-analyst 4368213cf1825f4ff9c936b2a9340e95805a1acf 4368213 ✅

Validation

  • bats -r test/scripts/{standards-templates,deploy-standard-workflows,compliance-audit}: all pass, including the vform-pins guard and the "agent-ingress.yml must never appear in DEPLOYABLE_WORKFLOWS" guard.
  • yamllint with the CI config: clean.

Reviewer notes

  • ci-failure-analyst pin (owner decision): always a release channel, never a bare SHA. The template and markets main both use @ci-failure-analyst/v1-stable # NOSONAR(githubactions:S7637) first-party channel ref.
  • ci-failure-analyst loop guard (ci-failure-analyst caller: the self-exclusion guard never matches a real check name, and no-PR failures still start the analyst .github-private#2175): !startsWith(check_run.name, 'CI Failure Analyst') never matched the analyst's own check runs (ci-failure-analyst / …). It now uses 'ci-failure-analyst', the same as markets.
  • ci-failure-analyst secrets: the explicit CLAUDE_CODE_OAUTH_TOKEN mapping is kept on purpose for least privilege. It is unchanged from the original stub and markets.
  • pr-auto-review concurrency change: the group changes from per-head-SHA (pr-auto-review-ready-check-sha-…) to per-event-id (check_suite.id / workflow_run.id, with a 'none' fallback).
  • Auto-merge is off and dev-lead:hands-off is applied. The owner will merge.

Replace the pr-auto-review, pr-review and ci-failure-analyst job blocks
in standards/workflows/agent-ingress.yml with the blocks deployed in
petry-projects/markets main (62587ec), byte for byte, so the Fleet
Monitor's per-job block hashes align. Header, on:, permissions:, the
dev-lead and pr-review-mention jobs, and inter-job comments are
unchanged.

Code Review

This pull request updates the concurrency group logic and comments in the standards/workflows/agent-ingress.yml workflow. It also changes a first-party reusable workflow reference to pin to a bare SHA. The review feedback correctly identifies that pinning a first-party reusable workflow to a bare SHA violates the organization's Action Pinning Policy Exception, which mandates using the moving stable channel tag (e.g., @ci-failure-analyst/v1-stable) instead of a SHA.

Reverted the bare SHA pin that blocked channel promotions/rollbacks. Per
ci-standards.md, first-party reusable workflows must use moving channel tags
(e.g. @ci-failure-analyst/v1-stable) to enable the release/rollback mechanism.
The bare SHA pin violated this requirement and prevented the org's coordinated
channel promotions from reaching this workflow.

Head 2c0fee3 no longer meets the AC11 block-parity goal. Dev-lead's commit changes ci-failure-analyst back to @ci-failure-analyst/v1-stable. That fixes the pinning-policy finding. It also means this block no longer matches markets.

Block SHAs on 2c0fee3:

job SHA vs markets
dev-lead 4f0b41d30fd3e5deaae4bc81168fb2d19d15b7be ✅
pr-auto-review 69e0115529e9be36b07ebd809a50ccc54c4a7334 ✅
pr-review e14fb0468d7332f03544ddfb9e11c41d5508b2f8 ✅
pr-review-mention d21265d143601abf0d84d07badba0189d03b6026 ✅
ci-failure-analyst 80c69c406486734f74ccac9b77879015fb736952 ❌ (markets: 253bb6b4…)

If this merges as is, the Fleet Monitor will still report ci-failure-analyst as DRIFTED until markets gets the same one-line change. Alternatively, revert 2c0fee3 to restore exact parity, bare-SHA pin included. I'm not reverting the bot's commit; this is the owner's decision. Auto-merge is currently enabled.

Not applying. This is the deliberate behavior of the pr-auto-review concurrency block, which is byte-identical to the markets template and bounded by ADR-0010 (literal cancel-in-progress). The file is a verbatim org-standard stub, so changing it would introduce drift. Cancelled checks are superseded runs, which re-run on the latest head.

The bare-SHA pin on the ci-failure-analyst reusable was already replaced with the moving channel ref @ci-failure-analyst/v1-stable in 2c0fee3 (first-party channel tag per AGENTS.md). The remaining parity difference with markets is tracked in the owner's comment and left to the owner.

This reverts commit 2c0fee3.

The template's ci-failure-analyst block must stay byte-identical to
markets' live agent-ingress.yml (AC11). ci-failure-analyst/v1-stable
has been frozen at v1.0.0 since July (.github#1270), so the template
mirrors markets' deployed bare SHA until both move together.

dev-lead is withholding action on this item.

It is labeled dev-lead:hands-off (deliberately kept off-limits to dev-lead (e.g. changes to the dev-lead automation itself)), so dev-lead will not pick it up while that label is present. This notice is posted once so the withhold is visible rather than looking like a stalled run.

To re-enable automated pickup: remove the dev-lead:hands-off label.

Per the org pinning standard, first-party reusables are always pinned to
a release channel, never a bare SHA. Restore
@ci-failure-analyst/v1-stable with the NOSONAR(githubactions:S7637)
marker, so the line is covered by the vform-pins guard again.

The ci-failure-analyst block no longer matches markets' live file;
markets needs the same one-line change to restore parity.

The analyst's check runs are named `ci-failure-analyst / …`, so the
`!startsWith(check_run.name, 'CI Failure Analyst')` guard never matched
and a failed analyst run could re-trigger the analyst. Match the real
prefix. With this, the ci-failure-analyst block is identical to
combsmith/markets#523 (block SHA 4368213c), which pins the same
v1-stable channel ref.

🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win

Use a unique concurrency group for PR-head events.

Both pull_request and pull_request_review events select github.event.pull_request.number. With cancel-in-progress: true, a later event for the same PR can cancel an earlier PR-head run and leave its pr-auto-review / check-and-dispatch check cancelled. The reusable workflow has no earlier guard that prevents this. Keep cancellation for check_suite and workflow_run, but key PR-head events by github.run_id.

Suggested fix
- # PR events keep their per-PR slot; check_suite / workflow_run use their own
+ # PR events use unique per-run slots; check_suite / workflow_run use their own
     # event ids so runs on a shared commit never cancel another PR's review (§4b).

Ready for the owner's merge at head 4cdd886.

  • CI: all green. Lint, Lint and bats, bats, ShellCheck, SonarCloud (quality gate passed), CodeQL / Analyze (actions, python), AgentShield, Agent Security Scan, gitleaks, duplicate-decl-gate, npm audit and AGENTS.md Self-Check all passed. The only cancelled runs are superseded dev-lead jobs, and the skipped ones don't apply.
  • Block SHAs match markets main @ 9310b6e for all five jobs: 4f0b41d / 69e0115 / e14fb04 / d21265d / 4368213.
  • Review bots: CodeAnt is Low Risk. CodeRabbit is Low merge risk, with 5/5 pre-merge checks passing and one minor outside-diff suggestion: key pr-auto-review PR-head events by github.run_id. I haven't applied that suggestion. It would change the pr-auto-review block so it no longer matches markets, and ADR-0010 bounds these groups to payload parts only, with no run_id. Superseding earlier same-PR runs is the intended behavior. CodeAnt raised the same point earlier and it was dismissed then too.
  • Threads: the pin thread is resolved. The secrets thread is answered (the explicit mapping is kept for least privilege) and left for the owner to resolve.
  • Auto-merge is off and dev-lead:hands-off is on.
