Adds Ubuntu legs for JDK 26, 27 and 28-ea to the shared matrix. Spotless is skipped on JDK 27+ because palantir-java-format fails there (palantir/palantir-java-format#1785, fix pending in #1786); formatting is still checked on the 8, 21 and 25 legs.
