build(release): search for rules_python in BCR PR query - #4238

BCR pull request titles use the module name `rules_python` rather than the GitHub repository path `bazel-contrib/rules_python`, causing the search link posted by `promote` to return no results. Update the BCR PR search query in the release promotion tool to match `rules_python` in the title.
