Fixes the Expo Dependabot alignment automation, which had never pushed an alignment commit. Apply's artifact check compared a hand-ordered file list against C-collated sort output, so it never matched. Alignment and validation now also cover appium-test-environment/, so Expo bumps like #244 get react/react-native aligned in every app workspace.
