fix(plugins): a skill a skills:filter hook hides can't be run by naming its actions - #1123
A server can hide a skill from a caller with a skills:filter hook: a feature flag, a tenant's plan, and the plugin's own hook for a skill whose requiredAuthorities refuse the caller. Discovery respects it: search_skill, load_skill, the skill:// resources, skills/list and skills/search leave the skill out.
But a Skilled OpenAPI skill's actions could still be run by naming them:
run_workflow, with callTool('<actionId>', ...);
execute_action;
the operation tools <bundleId>.<operationId>, from server code's this.callTool().
The fix extends the per-listing authorization. A caller could already run an action when the operation's rule and the rule of at least one listing skill admit them. Now only the listings whose skill the skills:filter flow keeps for the caller count:
One flow for discovery and execution. The check runs the hookable skills:filter flow through the SDK's filterServableSkills, as the plugin's discovery tools do. Nothing re-implements the filter, so the same hooks decide what a caller sees and what it can run.
Every path. It sits in authorizeAction, which run_workflow's callTool, execute_action and the operation tools all go through.
Cost.execute_action and the operation tools run the flow once per call, over the action's listing skills. run_workflow runs it once, when the workflow starts, over the bundle snapshot it already runs on. Judging each call against the live registry instead made a workflow fail when a bundle swap removed a skill mid-run; the workflow now keeps both the operations and the visibility of the bundle it started on.
Confirmation. The question run_workflow asks before a script that names confirm actions leaves hidden actions out, so it doesn't show their summary, method or path.
The denial shape. Today an unknown action answers unknown action "<id>" — run search_skill then load_skill to discover available actions, and an unauthorized one answers authority denied: <rule>. A call whose every listing skill is hidden now gets the unknown-action answer:
authority denied would confirm that the action exists, and name the rule it needs, for a skill discovery pretends isn't there;
load_skill already answers a hidden skill with SKILL_NOT_FOUND, the answer for a skill that doesn't exist, for the same reason;
the structured content is the same { ok: false, status: 0, error } an unknown action gets, on every path.
The audit log records the refusal as other denials are recorded: an authority-check-fail record, under the first listing, with the reason skills:filter hides every skill that lists the action.
This also changes one existing answer. The plugin's own skills:filter hook hides a skill whose requiredAuthorities refuse the caller (judged without the input). So an action listed only by such a skill now answers as unknown, where it answered authority denied: roles.any: .... An operation's own rule, and a rule that reads the action's input, still answer authority denied: the caller can see the skill.
Scenarios covered: G1 and G2 (caller authorization, and discovery hiding what the caller can't use), and E6 (execute_action).
User-facing change
What changed: an action of a skill the skills:filter flow hides from the caller can't be run through run_workflow, execute_action or the operation tools. An action that only hidden skills list is answered as an unknown action.
Before → after:
A skills:filter hook (a feature flag, a tenant's plan) hid a skill from discovery, but its actions ran when named. → They are refused, as unknown actions, and nothing is sent to the API. An action another visible skill also lists still runs.
An action listed only by a skill whose requiredAuthorities refuse the caller answered authority denied: <rule>. → It answers unknown action "<id>" — run search_skill then load_skill to discover available actions, as load_skill answers that skill as not found.
The audit log records such a call as authority-check-fail with the reason skills:filter hides every skill that lists the action.
A run_workflow confirmation question no longer names actions the caller can't see.
frontmcp.dev pages affected (if known): the Skilled OpenAPI plugin page (authorization, and what the checks protect against); the plugin hooks page (skills:filter); the feature-flags plugin page (skills gating).
Skills catalog entries updated:
frontmcp-development/references/official-plugins.md: a skill a skills:filter hook drops can't be run through the Skilled OpenAPI plugin's actions either.
frontmcp-development/references/create-plugin-hooks.md: the skills:filter note says the Skilled OpenAPI plugin asks the flow before each action call.
The plugin README's execution section and its Security section describe hidden skills.
Tests
Added:
filtered-skill-actions.integration.spec.ts, a real server with a skills:filter hook that hides a pro skill from a caller on the free plan. On each of four paths (run_workflow's callTool; execute_action through the operation tool; execute_action without operation tools; a server tool's this.callTool() of the operation tool):
an action the hidden skill lists first, and a visible skill also lists, still runs;
an action only the hidden skill lists is answered as unknown, and nothing is sent (this failed before the fix, on every path);
a caller the hook shows the skill to runs it.
Also: load_skill doesn't load the skill for the hidden caller, and the refusal is audited as authority-check-fail with its reason.
execute-skill-action.spec.ts: one of two listings hidden, the other admits; the hidden listing is the only one that admits, so the visible one's denial is returned; the flow runs once per call over every listing skill; every listing hidden denies without checking a rule; an unregistered skill doesn't count; the executor answers as unknown, sends nothing and audits the denial.
operation-tool.factory.spec.ts: an operation tool with two listings, one hidden (runs) and both hidden (unknown action, nothing sent).
skill-visibility.spec.ts: listings judged per call, and judged once at a workflow's start, whatever a later swap removes.
run-workflow.tool.spec.ts: a workflow judges its listings once, with the flow, as it starts.
action-confirmation.spec.ts: the confirmation question leaves out an action whose skill is hidden.
E2E skill-filter.e2e.spec.ts, with a new entrypoint whose skills:filter hook hides the reports skill from a caller on the free plan:
that caller's load_skill and search_skill don't show it, and another caller's do;
that caller's run_workflow and execute_action calls to getAccountPlan are refused as unknown, sending nothing (this failed before the fix);
another caller runs them.
Updated, for the hidden-skill answer: the G1 and E6 denial tests in execution.e2e.spec.ts, and shared-operation-authorization, authorization, execute-action and error-bodies integration specs, where an action listed only by a skill whose rule refuses the caller now answers as unknown.
Run, after merging #1122 (which holds #1120's latest):
nx test plugin-skilled-openapi: 51 suites, 753 tests passed.
nx test demo-e2e-skilled-openapi: 10 suites, 86 tests passed, including the SaaS swap test of a workflow that runs while a new version is applied.
nx test skills: 3 suites, 249 tests passed.
nx run plugin-skilled-openapi:typecheck and nx run demo-e2e-skilled-openapi:typecheck passed.
tsc --noEmit on the plugin's tsconfig.lib.json and the e2e app's tsconfig.e2e.json, prettier, and eslint (0 errors) passed.
The SDK doesn't change, so neither nx test sdk nor the bundle-size e2e was needed.
Summary by CodeRabbit
New Features
Skill visibility rules apply when discovering and running actions, including through workflows and operation tools.
Actions remain available when they belong to at least one skill visible to the caller.
Bug Fixes
Actions available only through hidden skills are reported as unknown and do not send requests. These attempts are still recorded in audit logs.
Workflows now fail without running actions when skill filtering is rejected.
Documentation
Updated guidance explains how skill filtering affects action access and workflow visibility.
…ng its actions
search_skill, load_skill and the skill:// resources leave out a skill the
skills:filter flow hides from the caller (a feature flag, a tenant plan, the
skill's own requiredAuthorities), but run_workflow's callTool, execute_action
and the operation tools still ran its actions when named.
An action call now counts only the listing skills the flow keeps for the
caller: it runs when one of them, and the operation's rule, admit the caller.
When none is visible, the call is answered as an unknown action, the answer
for an action that doesn't exist, so it doesn't reveal the hidden skill, and
the audit log records it as a failed authority check. execute_action and the
operation tools ask the flow once per call, over the action's listing skills;
run_workflow asks it once when it starts, over the bundle snapshot it runs on,
so a swap that lands mid-workflow doesn't fail its calls. The workflow's
confirmation question leaves hidden actions out too.
The Skilled OpenAPI plugin filters operation listings through caller-specific skills:filter visibility before authorization and workflow confirmation. Actions listed only by hidden skills return unknown-action errors and remain audited as authority failures. The PR adds unit, integration, and E2E coverage, and updates documentation.
Shared helpers resolve registered skills and filter operation listings through skills:filter. They support filtering at call time and taking a visibility snapshot when a workflow starts. Tests cover both modes.
Apply visibility during authorization and confirmation plugins/plugin-skilled-openapi/src/executor/*, plugins/plugin-skilled-openapi/src/tools/run-workflow.tool.ts, plugins/plugin-skilled-openapi/src/__tests__/*
Workflow setup passes visible listings to confirmation and action execution. Authorization checks visible listings. When all listings are hidden, the action returns an unknown-action error and an authority-failure audit is recorded. Tests cover authorization, confirmation, operation tools, and workflow snapshots.

…filter flow rejects
A rejecting skills:filter hook threw out of run_workflow before the workflow started, so a direct caller got a rejected promise instead of the success: false result. It still runs nothing.

Catch a skills:filter failure during authorization and deny the action.
When a skills:filter hook throws, the error escapes authorizeAction and rejects the execute_action and operation-tool calls. Those callers do not get the ok: false outcome they get for other refusals. The denial branch also skips the authority-fail audit write.
The fix must fail closed. Treat a rejected filter as a denial and keep the authorization result as not granted.

On each of four paths (run_workflow'scallTool;execute_actionthrough the operation tool;execute_actionwithout operation tools; a server tool'sthis.callTool()of the operation tool):load_skilldoesn't load the skill for the hidden caller, and the refusal is audited asauthority-check-failwith its reason.execute-skill-action.spec.ts: one of two listings hidden, the other admits; the hidden listing is the only one that admits, so the visible one's denial is returned; the flow runs once per call over every listing skill; every listing hidden denies without checking a rule; an unregistered skill doesn't count; the executor answers as unknown, sends nothing and audits the denial.operation-tool.factory.spec.ts: an operation tool with two listings, one hidden (runs) and both hidden (unknown action, nothing sent).skill-visibility.spec.ts: listings judged per call, and judged once at a workflow's start, whatever a later swap removes.run-workflow.tool.spec.ts: a workflow judges its listings once, with the flow, as it starts.action-confirmation.spec.ts: the confirmation question leaves out an action whose skill is hidden.skill-filter.e2e.spec.ts, with a new entrypoint whoseskills:filterhook hides thereportsskill from a caller on the free plan:load_skillandsearch_skilldon't show it, and another caller's do;run_workflowandexecute_actioncalls togetAccountPlanare refused as unknown, sending nothing (this failed before the fix);Updated, for the hidden-skill answer: the G1 and E6 denial tests in
execution.e2e.spec.ts, andshared-operation-authorization,authorization,execute-actionanderror-bodiesintegration specs, where an action listed only by a skill whose rule refuses the caller now answers as unknown.Run, after merging #1122 (which holds #1120's latest):
