An unchanged base policy can gain access through a changed provider profile, and removing a global override can restore underlying grants. This adds explicit local composition so the existing host diff and verifier review the resulting policy with every contributor bound to Git and receipt currency.
Version 2 registrations describe global/saved/image selection, provider attachments and profile scope. Composition follows pinned OpenShell v0.1.2 selection, workspace precedence and append-with-collision rules. Missing context remains incomplete. Credential placement stays separate from network reach; effective exports retain metadata with unverified deployment freshness. Current host inventory/baseline/drift schemas advance to 0.9; historical schemas remain frozen.
Depends on #952; stacked on
codex/openshell-routes-946. Closes #947.Validation: the complete regression suite passed (15,051 passed, 7 skipped), along with Ruff and generated-schema checks. Focused tests cover composition, inventory, host comparison, receipt currency and public contracts. Review fixes include complete Git dependency discovery before composition selection and current-schema assertions in compatibility tests.
Scope: explicitly supplied local inputs. No gateway discovery, profile download, credential values or deployment-enforcement claim. Human review remains required for the release trust-root changes.
