OpenShell policy comparisons now explain proven expansions, narrowings and equivalent rewrites through the shared host comparator and JSON/Markdown rows. Removing enforcement: enforce restores the upstream audit default. Supported filesystem/Landlock and exact L4/REST transformations use documented direction rules; runtime-dependent, wildcard, credential and unsupported protocol changes remain visibly unknown.

The bounded request partition preserves binary/destination correlation, overlapping allow union and global deny precedence. It evaluates combinations of process/ancestor binary matches so a denial or inspected endpoint can affect another matching grant. Redundant additions and removal of a duplicate denial stay neutral. Mixed changes retain both proven effects and withhold a single direction. No tool effects, arguments, bindings, deployment or merge claims are inferred.

Validation: full suite passed (15,002 passed, 7 skipped); 65 focused inventory/comparison cases passed after the review fix, including ancestor overlap. Ruff, whitespace and generated-schema checks passed. check and refreshed verify permit publication with human trust-root review outstanding from the foundation PR.

Stacked on #949. Git-selected input materialization follows in #945; review routing follows in #946.
