Selected OpenShell policies can have arbitrary filenames or be ignored by Git. Comparisons now materialize their exact dependencies independently from each Git tree, and verification binds document bytes, symlink-target text and missing inputs through the existing plan/receipt lifecycle. A later edit, retarget or type replacement invalidates current control.
Current-control refresh now validates the bound verifier internally even when its bytes were not requested in the response. Credential-shaped paths remain unsupported without exposing raw paths, and a successful policy capture cannot hide a failed hook capture for the same input.
Validation: full suite covered 15,017 passing tests and 7 skips (six launcher tests rerun successfully with the project Python after the scratch checkout selected the older macOS default); Ruff, generated-schema check and whitespace checks passed. Eleven input/currency cases exercise committed trees, selection-only edits, missing documents, ignored policies, link chains, privacy and hook overlap. Static evidence only; no runtime freshness or merge authority is asserted.
Closes #945. Stacked on #950; review this PR against its branch base.
