If we upgrade it to 8.x, Backpack won't support IE9 anymore. I need to double-check it with our team. Besides that, I also saw some slight changes from Percy's check. I propose postponing it to the next major version. If we can introduce beta/next version into Backpack release strategy, we can put it into a beta/next version to validate its real impact in production.

Final decision: postpone it to V39 version.

Closing this PR as it's no longer actionable. The files it targets (packages/package.json / packages/package-lock.json) were removed during the npm → pnpm migration (#4738). normalize.css is still a dependency in packages/backpack-web/package.json — if we decide to upgrade it to 8.x, a new PR targeting that file will be needed (and Percy diffs reviewed as part of a major release).
