The fork AMD/ROCm overlay, re-layered on the upstream sync (#57): HIP kernels, ROCm dynload wrappers, the ATen/c10 compatibility layer, and the ROCm build wiring.
Stacked on #57. Until that merges, this PR diff also shows #57 -- review this PR own top commit for its 60-file overlay change.
The ROCm 10.0.0 build enablement follows in the next stacked PR.
