Brings the ROCm Paddle fork up to upstream PaddlePaddle develop, v3.0.0 through v3.4.0.
This PR is upstream code only -- no AMD/ROCm-specific changes. The AMD work is split into two stacked follow-ups so it can be reviewed on its own:
Review this as a bulk upstream merge; the AMD-specific review lives in #58 and #59.
