The paper introduces SPM threshold calculation and projection in active prose, defines agencies and notation on first use, and keeps scientific limits beside the results. Registration dates and the primary forecast choice accompany the 2025 validation; a fixed supporting record preserves the complete forecast chronology and evaluation evidence.
All 42 existing data and table files remain byte-identical. The main evaluation tables show the committed blend and three comparison rules, while guards verify the complete archive, fixed supporting-document bytes, and manuscript links. The resource appendix distinguishes country-model allocation and capping from population-data assumptions.
Validation: CI passes all 42 tests. The artifact guard passes locally and in CI. Fable approved the final revision through gate 20260913-174456-pr-0163ed90. All 16 PDF pages pass visual checks; internal HTML links and supporting assets resolve.
