Clarify how population applications use the threshold's housing portion: modeled program awards remain independent of SPM caps, while housing resources are allocated across SPM units before capping. The reproducibility appendix cites Census's subsidy proration and labels the assisted-family, annual-receipt and tenant-payment conventions as model assumptions.
The manuscript remains focused on calculating and projecting thresholds. This amendment changes no estimates, tables, preserved forecast artifacts or timestamp proofs, and makes no claim that a corrected population bundle has been deployed.
Validation: artifact/table drift guard and all 36 tests pass; HTML and PDF rendered successfully. Inspected all 18 PDF pages for layout, including the amended appendix. Dated the working manuscript September 12, 2026.
