Why

An unborn project with an early partial issue selection had no route to attest the rest of its initial artifacts.
Normal selection refused those dirty paths, and initial import refused every prior selection.

Changes

Permit initial import when every prior selection belongs to the same open issue and branch with an unborn source binding.
Replace prior selections with the reviewed baseline scopes and preserve the snapshot, signing, no-ref, no-remote, and one-time import checks.
Keep late selection and initial import refused after the first commit.
Add rule and CLI regressions, a rejecting proof probe, and an ADR.
Give PowerShell syntax parsers owned startup caches to prevent the concurrent cache corruption found by the repository gate.

Closes #454.
Closes #455.

Validation

  • mise x -- just check
  • mise x -- cargo test --locked --package platform --package pr-workflow --package rules --all-targets --quiet
  • PowerShell cache lifetime and wrapper parser regressions
  • mise x -- just proofs --source crates/rules/src/pr_rules.rs --window-seconds 300: incomplete at the fixed execution window.
