Add CLAUDE.md: local builds and RTSP checks in pinned Docker images

Adds CLAUDE.md with the commands agent sessions should use locally. Every image runs pinned, with --pull never:

• native build and unit tests;
• static musl builds through ci/build-musl.sh with QEMU=1;
• the Android APKs via VTESSE_ANDROID_IMAGE (android/build.sh: VTESSE_ANDROID_IMAGE uses a ready image instead of building one #39);
• RTSP checks with jrottenberg/ffmpeg:6.1-alpine instead of the untagged image, which pulls latest.

Documentation only.

Tested on main dcab94e: native make test passes 63 checks with 0 failures, and QEMU=1 ci/build-musl.sh arm32 passes 62 with 0 failures. The 6.1-alpine image includes ffprobe and the rtsp demuxer.

Addressed the two points from the summary in bf93222. The toolchain cache reaches ci/build-musl.sh through TOOLCHAIN_CACHE=/opt/tc, which the image sets. Verified: QEMU=1 ci/build-musl.sh arm32 with that mount passes 62 checks with 0 failures. A read-only mount cannot take a new toolchain, so the guide says to mount it read-write for a first download. android/build.sh calls docker run without --pull never, and the guide now says that too.
