Complete the consumer Action surface so workflows no longer need to bootstrap the PHAR directly.
Adds:
actions/release-preflightfor the manual release preflight currently used by profile_fields;actions/appstore-publication-waitfor App Store visibility checks.This removes the last known consumer-side hard-coded release-tool version/download blocks from managed release workflows.
Also bumps release-tool to 0.11.4 and extends the public Action contract tests/docs.
