Adds an extensible HUD Scene browser to the engine scene, gated by the default-off scene_browser user feature, leaving the existing layout Feature Tree Pane and Bodies Pane intact. A separate follow-up PR #14635 will allow altering the style, possibly just to get team feedback on which to use.

I've taken to calling what groups the Feature Tree and the Bodies our "Scene Browser", because I saw Fusion calls theirs the "Browser" but that felt too generic. LMK if you have a better name.

It is powered by a ValueSpec, collapsible (keybinding Shift+T) over to the left side of the engine scene, and resizable. The contributions are combined and slotted into our new feature tree web component from the previous PR. What's cool about that is when we add to this Scene Browser later we'll get those superpowers like typeahead for free.

  1. Contribute Feature Tree and Bodies sections through registry extensions, using one shared keyboard tree for headings, planes, operations, and bodies.
  2. Add a compact, content-sized tray with a shared resize edge, stable collapse icon, tooltip, and an editable toggle shortcut that defaults to Shift+T.
  3. Use existing userFeatures checks to hide the tray and guard its commands. Extensions and services stay registered; the file-level toggle shortcut remains available to the legacy pane while the flag is off.
  4. Preserve existing layout panes in this stage. Pane migration and the optional Solid appearance are separate follow-ups.

The flag is introduced by https://github.com/KittyCAD/api/pull/4893. A narrow local feature-ID union covers scene_browser until the generated SDK includes it.

How to test

Without the flag, confirm the existing panes and Shift+T behavior remain available and Scene browser commands are hidden from search and cannot run. With the flag, exercise plane/operation/body selection and visibility, context menus, keyboard navigation, editable action bindings, resizing, and collapse/reopen focus. Remap the toggle shortcut and check its tooltip. Revoke the flag and confirm the tray disappears and its commands become inactive.
