feat(ci): gate boot gzip on PR delta instead of deploy ceiling - #4466

What and why
Tyler approved replacing the absolute boot gzip ceiling that kept blocking releases over a few bytes (#4463).
.github/docker/Dockerfile.webruns.github/perf/run-boot-size-check.shwithCOMPASS_BOOT_SIZE_ENFORCE=0, logs boot gzip, and never fails the image build on absolute size..github/workflows/boot-bundle.ymlbuilds merge base and PR head with the deploy-shaped config, posts/updates one sticky comment (for exampleBoot bundle: 519.8 KB gzip (+0.4 KB vs main)), and fails only when gzip grows more than +5 KB vsmainunless the PR has thebundle-size-oklabel.boot-size-budget.jsondrops enforced absolute gzip (totalGzipSlackBytesremoved;totalGzipBytesis informational).performance-baselines.mdandworkflows.mddescribe the delta gate.PR #4463 is already merged; this makes future ceiling bumps unnecessary for routine byte drift.
