…dules (27), CONFIG-NOUN floor follows the measure to 10 AUDIT-LEDGER ran `cargo test -p xtask --lib audit` declaring 29. The bare substring also selects q128's an_audit_of_another_tree_is_a_block / an_audit_of_this_tree_with_no_open_block_and_a_clean_ ledger_passes and construction's two no_response_escapes_audit_tests, while audit + audit_cmd hold 22 tests, not the 24 the comment said: 22 + 5 pinned + 4 strays = 31 passed against 29 declared, a VACUITY red on tests that are not the ledger's rules. The filter is now the three modules (audit:: audit_cmd:: audit_pinned::), declared 27 = 11 + 11 + 5; the strays still run in TEST. CONFIG-NOUN's floor was 17; the armed gate measures 10 on predev 163843d (pools 5, agents 2, streams 3) and printed "lower CONFIG_NOUN_FLOOR to 10". Lowered: a ratchet down, never up.

Two lines of scripts/verify-1.6.0-done.sh, both found by reading it against predev 163843d (no build on the laptop; static counts).
filtered_cargo_test 29 cargo test -p xtask --lib audit: the substring selects 31 lib tests — audit.rs 11, audit_cmd.rs 11 (hygiene_tests 4 + move_tests 7), audit_pinned tests 5, plus q128.rs:586/600an_audit_of_*and gates/construction/rules.rsno_response_escapes_audit_tests(2). Declared 29 -> red. Now-- audit:: audit_cmd:: audit_pinned::declared 27 (the set the label and comment name); the four strays still run in TEST. The count stays exact, so a drift is still red.lower CONFIG_NOUN_FLOOR to 10. A tightening.Shared file: #911, #836 and #824 (draft) also edit this script; their hunks are at ll.106, 678-720, 808-823, 1003-1020, 1400-1410, 1437-1440 — none overlaps these (ll.1339-1350, 1562-1565).
