… on_exhaust: downgrade (status row 155) ARCHITECT ruling 2026-10-13 (row 155, #833): the 1.5.5 golden holds no cell for budget `on_exhaust: downgrade`. This adds the script-driver cell (testing/shadow-oracle/scripts/budget-downgrade.sh, its own config: a pool-scoped group budget of 25 a day at a 10 per-request fee, downgrading frontier to value; three chats on frontier; one mock per pool), its cells.json row from the generator's literal cell (busbar-release #348; 2518 -> 2519, core +1, billing +1), its owed-baseline row so the add-only rerecord records it, and its scripts-allowlist row.
…e 1.5.5 binary Copied unchanged from busbar-release oracle-rerecord run 38471635786 (golden-1.5.5-added artifact): the cell file, its ledger row, and meta.json (recorded 1015 -> 1016). The run added this cell alone (golden-add: 1 new cell, 78 not owed and skipped).
…ease main, carries #348) The judge whose corpus generator adds billing|budget|downgrade; sha256 per architecture from dev-bin's busbar-oracle-linux-{x86_64,aarch64}-db64d9218d8b .sha256 assets.

…372: the nine fixture-backed llm cells as <old id>@fixture) Digests are dev-bin's busbar-oracle-linux-{x86_64,aarch64}-4c47cad0385d .sha256 assets; each asset's .sig (and the macos-aarch64 one) verifies, Ed25519 over "<asset>\n<sha256>\n", against .github/release-key.pub.pem. cells --check with that engine: the nine @fixture cells are byte-equal to the generator; the only drift is the 7 cells #861 and #893 add.

Row 155, the golden cell for the downgrade fix (#833), following the ARCHITECT ruling 2026-10-13.
testing/shadow-oracle/scripts/budget-downgrade.shadds the script cellbilling|budget|downgrade, with its cells.json row, owed-baseline row and scripts-allowlist row.oracle-rust.pinmoves release_ref 7ab21912d664 to db64d9218d8b, which is busbar-release main after the promotion and carries deps: jsonschema/tar/rcgen off default features, workspace base64 0.22 (no aws-lc in tests) #348. The sha256 values are dev-bin's .sha256 assets for linux x86_64 and aarch64.The 1.5.5 golden shows the third chat on
frontierserved byvalue(model m-value), the frontier bucket at 2 requests / 20 spent, and requests_total counting pool="value" once. Until #833 lands, predev's door path refuses that request.
